The dengue fever outbreak in Taiwan continues to surge, with Tainan reporting 40 new local cases on Sunday (Nov. 19), pushing the total to 26,160. The Ministry of Transportation and Communications has announced that the Taiwan Railways Administration (TRA) will implement an online system for train drivers to apply for leave by the end of this year. This decision comes after reports of drivers sleeping on the office floor or ＂fighting for time off＂ due to the current in-person system for leave applications. Currently, the Taipei Rolling Stock Branch of the TRA uses an in-person queuing system for leave scheduling, which often leads to disputes during extended holidays. MOTC head Wang Kwo-tsai explained that the demand for drivers exceeds the available staff, making it impossible to accept all leave requests. Wang also mentioned that recruitment examinations for railway staff will take place after the corporatization of the TRA in 2024, with some specialized railway examinations already causing disruptions in June.

Former U.S. President Donald Trump has stated that he would revoke current President Joe Biden’s Indo-Pacific Economic Framework (IPEF) if he wins the 2024 presidential election. Trump argues that the IPEF could negatively impact the American manufacturing industry and lead to increased unemployment rates. The U.S. previously withdrew from the Trans-Pacific Partnership (TPP) due to similar concerns. Negotiations for Biden’s IPEF began in September 2022, with a focus on major southern powers like India and Indonesia, aiming to promote economic cooperation and exclude China. The IPEF includes countries such as Australia, Singapore, Japan, and 10 other Indo-Pacific nations, constituting about 40% of the global GDP. It emphasizes fair and resilient trade, supply chain resilience, and clean energy. Taiwan’s chief trade negotiator expressed the country’s interest in monitoring the IPEF’s development and presenting a proposal for Taiwan’s inclusion at the appropriate time. President Tsai Ing-wen has also expressed Taiwan’s desire to join the IPEF, believing it would create more business opportunities for Taiwanese and U.S. companies.

Chunghwa Post plans to recruit 1021 full-time positions, with a waiting list of 451 applicants. Online registration is open until two weeks from now. Applicants with a high school diploma or higher education are eligible, with expected monthly salaries ranging from NT$38,880 to NT$53,480. Initial testing is scheduled for Jan. 7 next year in Taipei, Taichung, and Kaohsiung. Successful applicants will be on board by Feb. 28, 2025. The recruitment aims to fill job vacancies due to increasing retirements at the end of 2024. The selection process involves a writing test, speaking test, and fitness assessment.

The Chinese Taipei Football Association (CTFA) has come under criticism from New Power Party Legislator Claire Wang for failing to make progress in paying salaries to players and facing accusations of gender discrimination. These issues have reportedly persisted since the CTFA’s appointment in March. Wang revealed that players have been owed millions in wages since 2021. The Taiwan Women’s Football Players Association has accused the CTFA of negligence, claiming that the women’s national team’s long-term training plans were abruptly halted. The association has called on the Ministry of Education’s Sports Administration to take responsibility. The Sports Administration has stated that there may be misunderstandings and has requested the CTFA to submit a comprehensive plan for international events such as the 2026 Asian Games. Wang believes that the planned suspension of training is due to the CTFA’s failure to submit a planning document on time, rather than a problem with the National Sports Training Center. Taiwan’s most common cancer has shifted from colorectal cancer to lung cancer, according to the Health Promotion Administration (HPA). This change was observed in 2021, ending a 15-year record held by colorectal cancer. The HPA’s report listed the top 10 cancers, with lung and colorectal cancers being the most common. Other cancers on the list include breast, liver, oral, prostate, thyroid, stomach, skin, and pancreatic cancer. Pancreatic cancer notably made the list for the first time. Dr. Chen Jin-shing, chief of surgery at National Taiwan University Hospital, explained that the shift is not surprising as lung cancer has been the leading cause of cancer-related deaths for the past decade. HPA Director-General Wu Chao-chun urged individuals to reduce their risk factors and recommended regular screenings for early detection and treatment, especially for those at high risk.

Taiwanese health authorities plan to include Chinese students in the island’s health insurance starting from the 2024 school year, according to Minister of Health and Welfare Hsueh Jui-yuan. Currently, international students must wait six months after arriving in Taiwan to be eligible for health insurance. The reform was prompted by concerns from Paraguay about the health rights of its students in Taiwan and was supported by Vice President Lai Ching-te, who advocated for equal treatment of Chinese students. Currently, international students with a residence permit and six months of residency in Taiwan can apply for health insurance at a cost of NT$826 per person per month. The Ministry of Health and Welfare, along with the Ministry of Foreign Affairs and the Mainland Affairs Council, has been considering this measure for some time and has evaluated its financial impact. The inclusion of Chinese students in the health insurance program will require adjustments to premiums for all international students, but the overall impact is expected to be minimal. The new measure will not apply to students who are in Taiwan for short periods and not pursuing a degree. However, it could be implemented as early as September 2024 for international students with a residence permit. Despite a halt on Chinese students coming to Taiwan since 2020, 378 students registered in 2022. The peak of Chinese students in Taiwan was in 2016, with a total of 41,975 students.

Three workers fell unconscious in a soy sauce tank at the Chung Kung Soy Sauce factory in Tainan due to low oxygen levels. The Tainen Fire Bureau successfully rescued the workers, but two remain in critical condition. The incident occurred when one worker entered a ventilation hole to clean soy sauce residues, and his colleagues collapsed when they entered to assist. The factory usually cleans the tank from above but decided to enter it this time. The lack of ventilation led to the unfortunate consequences.

All giant pandas rented by the United States are scheduled to return to China by 2024, and no new agreements have been signed. Rising tensions between the U.S. and China, as well as high costs, have led countries to either return pandas early or not renew contracts. China has engaged in ＂panda diplomacy,＂ sending 21 giant pandas to various countries since 2014, with the average lease time extended from 10 to 15 years. The Ministry of Education (MOE) in Taiwan will increase monthly academic research grants for professors, associate professors, and assistant professors at public universities starting next year. This move aims to address low wages for academic talent in Taiwan. The Executive Yuan has committed to investing NT＄33.29 billion over the next five years to support this initiative. The research grants for teaching staff at public universities will increase by NT＄6,000 to NT＄9,000 per month. Former premier Su Tseng-chang has been invited by President Tsai Ing-wen to speak at the 40th anniversary celebration of the National Endowment for Democracy (NED). The latest presidential poll by Newtalk shows that Ko Wen-je of the Taiwan People’s Party (TPP) has surpassed Lai Ching-te of the Democratic Progressive Party (DPP), while Hou Yu-ih of the Kuomintang (KMT) has also gained support. Ko leads Lai by 0.52%, and Lai’s lead over Hou is only 0.08%, indicating a closely contested election. However, if Terry Gou were to enter the race, the rankings would change significantly. Lai would still be first, but Hou would move up to second, Ko would drop to third, and Gou would trail at the end with 9.39%. This is the first time in past polls that Hou surpasses Ko. The poll collected data from 1,088 valid answers through online questionnaires sent to random mobile phone numbers. The findings have a margin of error of plus or minus 3.03% at a 95% confidence level.

Independent presidential candidate Terry Gou and his running mate, Lai Pei-hsia, submitted a petition to the Taipei City Election Commission on November 1.
