  • Taipei urges YouBike riders to opt for injury insurance

The Taipei City Government is urging YouBike users to sign up for coverage to obtain additional protection, following a report stating that 812 YouBike accidents have occurred from last year to the end of November this year. Transportation Management Division Chief Chu Chen-tso indicated that most accidents involved riders cycling too fast or being unable to brake in time while going downhill, leading to falls and injuries. With injury insurance, compensation for fractures or serious accidents can reach up to NT$1 million, and hospitalization claims amount to NT$1,000 per day. However, minor scrapes and bruises are generally not covered. Since the initiation of a free public bicycle injury insurance policy in 2018, the insurance rate has risen from 49.4% to 63.5%. Despite this improvement, surveys reveal that 37% of individuals are unaware of public bicycle injury insurance, 30% believe they do not need the insurance, and 20% are reluctant to go through the insurance application process. Additionally, about 60% of users do not understand that each YouBike card requires separate insurance coverage. Taipei boasts 1,325 YouBike 2.0 stations and 15,047 bicycles.

  • Hou Yu-ih pledges free after-school care for Taiwan’s youth

Kuomintang (KMT) presidential candidate Hou Yu-ih has announced an extension of childcare policies, promising free after-school care services for elementary students aged 6 to 12. This initiative aims to double the current capacity of after-school care in public elementary schools from 180,000 to 360,000 children, with a focus on providing specialized care to children in rural areas and from disadvantaged backgrounds. Hou’s plan includes establishing after-school programs in public elementary schools to meet 100% of the demand, increasing student coverage from 15% to 30% and meeting the standard set by the Organization for Economic Co-operation and Development (OECD). The policy, guided by the "Three Safeties" principle, aims to ensure parental peace of mind, child safety, and stability for the disadvantaged. Extended care until 7 p.m. will be available during the school term and vacations. Additionally, the initiative seeks to expand private-sector participation in after-school care services by creating a matching platform to add over 20,000 new classes and increasing the proportion of outsourced after-school care to over 20%. The anticipated benefits of this policy include providing services to approximately 300,000 families, including 80,000 disadvantaged families, creating around 30,000 job opportunities, and strengthening the service capacity of private institutions.

  • EVA profits soar as pilot wages lag, union plans strike

The Taoyuan Union of Pilots (TUP) has revealed that EVA Airways pilots have experienced a more than 10% decrease in real wages since 2011, resulting in a nearly 10% loss of the national pilot workforce. TUP accuses EVA of collaborating with illegal brokers to recruit foreign pilots, potentially jeopardizing flight safety. EVA pilots have unanimously passed a resolution to proceed with a strike vote, with details to be announced soon. Despite EVA’s record-high pre-tax profit, pilot wages have been frozen since 2011. Last year, pilot salaries were marginally adjusted, failing to keep up with the rising Consumer Price Index, resulting in a real wage decrease of 10% to 12%. The per diem for pilots, unchanged for 30 years, saw a minimal increase last year. Over a hundred national pilots, mostly experienced, have left EVA in the past year. The union criticizes EVA for cost-cutting measures that have led to staff resignations and safety incidents. They are urging the Ministry of Transportation and Communications to intervene and are planning a potential legal strike.

  • Legislative Yuan to pause sessions ahead of 2024 elections

The Legislative Yuan has decided to suspend its plenary and committee meetings from December 20 to December 31 in preparation for the 2024 presidential and legislative elections. This decision follows a proposal by the Democratic Progressive Party (DPP) Caucus and is in line with the parliamentary tradition of pausing meetings during the election period. The Taiwan People’s Party (TPP) Caucus and the New Power Party (NPP) Caucus opposed the suspension proposal but their amendment was not accepted. The DPP’s proposal was passed, with Vice President of the Legislative Yuan Tsai Chi-Chang announcing the decision. The Kuomintang (KMT) caucus leader Tseng Ming-chung argued for a consensus through negotiation before arranging a recess, opposing the resolution’s forceful passage. DPP Caucus Director-General Ker Chien-ming cited a 30-year-old tradition of recessing before elections and emphasized that the decision only brings forward the suspension by 11 days.

  • Pingtung sheep farm hit by first brucellosis outbreak

A sheep farm in Pingtung County, Taiwan experiences its first outbreak of Brucellosis in 30 years, with three sheep testing positive for the disease. The infected sheep have been culled and the entire facility disinfected. Brucellosis is a zoonotic infectious disease that can spread between people and animals, causing placentitis, infertility, miscarriage, and orchitis. The Pingtung County Animal Disease Control Center routinely monitors dairy cattle and sheep farms, with all dairy cattle farms testing negative in 2023. Further confirmation analysis and biweekly blood tests are mandated for the remaining sheep on the affected farm. Taiwan’s Council of Agriculture claims to have eradicated Brucellosis in dairy cows by 1989, and this is the first positive case identified on a sheep farm since surveillance began in 1986. Livestock farms are urged to avoid introducing animals from unknown sources and to enhance biosecurity measures, using proper personal protective equipment and reporting unexplained symptoms to animal health authorities.

  • Taiwan may benefit from Indonesia’s visa-free entry plan

Taiwan is among the potential beneficiaries of Indonesia’s contemplation to offer visa-free entry for tourists from 20 major source countries, following the example set by Thailand. Indonesian Minister of Tourism and Creative Economy, Sandiaga Uno, disclosed in an interview that the government is discussing the launch of a visa exemption policy to attract more tourists and boost local economic development. Currently, travelers, including short-term tourists, need to secure a visa to visit Indonesia, including the option of Visa on Arrival (VOA) at designated entry points. Taiwanese passport holders can apply for VOA at 15 airports across Indonesia, such as Jakarta, Surabaya, Medan, and Bali, allowing them to stay up to 30 days with a one-time extension option. Given Taiwan’s place within the top 20 sources of foreign tourists to Indonesia, there is a significant chance that it will be included in the visa exemption program. This move could simplify travel for Taiwanese citizens and deepen tourism-based interactions between the two nations.
