引爆全球生成式人工智慧(AI)風潮的OpenAI，近期公司內部的宮鬥事件鬧得沸沸揚揚，Open AI執行長奧特曼遭無預警開除後，不到一週就出現戲劇性的變化，在大股東微軟施壓及員工力挺下，奧特曼又回鍋擔任OpenAI執行長並將重組董事會。金庫資本管理合夥人丁學文今(27日)於《FOCUS世界新聞》中，接受主持人譚伊倫線上訪問說明，「人工智慧從2022年11月以後成為全世界最夯的產業題材，包括在台灣，AI也成為街頭巷尾最夯的話題，而各界對人工智慧未來的風險或對於商業運作上有怎麼樣的題材能夠實現，存在很大的疑慮，所以各國開始摩拳擦掌針對監管提出各種不同的看法，而在奧特曼事件後，華爾街很多的主流媒體都再次呼籲，好像資本市場重新回到OpenAI，這件事情倒是提醒大眾，透過新創或創業者去監管人工智慧往正確的方向發展，可能不適合，透過單純的公司或民營機構想要做好人工智慧的監管，基本上是緣木求魚，最後還是要透過政府出台的監管措施，才能夠確保人工智慧在正確的軌道上持續發展。」

She emphasized the importance of preserving the status quo and seeking global support to uphold peace and stability in the Taiwan Strait.

The grand opening of Kuomintang (KMT) presidential candidate Hou Yu-ih’s national campaign headquarters in New Taipei City’s Banqiao District has been indefinitely postponed due to ongoing negotiations with the Taiwan People’s Party (TPP). The delay reflects the uncertainty surrounding the collaboration between the two parties, preventing the display of candidate portraits at the headquarters. As a result, most of Hou’s campaign staff will continue working from the original office on Xianmin Boulevard.

Taiwan’s Tourism Administration has requested a hotel near Sun Moon Lake in Nantou County to adjust its reservation system. The hotel’s online reservation system was found to be in Simplified Chinese and listed the hotel’s address as ＂China Taiwan＂ instead of Taiwan. The Tourism Administration has instructed the hotel to ban the use of ＂China＂ and provide a Traditional Chinese interface. The hotel management clarified that it is 100% Taiwanese invested and partnered with Wyndham Hotels & Resorts to attract more tourists. The appearance of ＂China Taiwan＂ on the reservation system was due to linkages with the Wyndham booking site, which is overseen by China for the Asia Pacific region. The Nantou County Government Tourism Bureau has jurisdiction over the hotel, which began trial operations in August and is set to officially open in January next year.

Chunghwa Post plans to recruit 1021 full-time positions, with a waiting list of 451 applicants. Online registration is open until two weeks from now. Applicants with a high school diploma or higher education are eligible, with expected monthly salaries ranging from NT$38,880 to NT$53,480. Initial testing is scheduled for Jan. 7 next year in Taipei, Taichung, and Kaohsiung. Successful applicants will be on board by Feb. 28, 2025. The recruitment aims to fill job vacancies due to increasing retirements at the end of 2024. The selection process involves a writing test, speaking test, and fitness assessment.

Former Japanese Prime Minister Taro Aso warned of the possibility of China occupying Kinmen, one of Taiwan’s off-shore islands, instead of launching a full-scale invasion. Aso emphasized the need for Japan and Australia to align with the United States in the face of China’s growing intentions to forcefully take Taiwan. He urged Japan to join the AUKUS, a trilateral security partnership formed by Australia, the U.K., and the U.S., to ensure an open and safe Indo-Pacific region. Aso believed that this strengthened partnership would contribute to stronger security politics in the region. The security cooperation between Japan and Australia aims to deter Chinese hegemonism. Aso expressed confidence that the envisioned Indo-Pacific security partnership would exert pressure on China’s military advancements.

Independent presidential candidate Terry Gou’s campaign office spokesperson, Chen Chia-yi, confirmed that the election coalition between the Kuomintang (KMT) and Taiwan’s People Party (TPP) does not prevent the TPP from forming an alliance with Gou. Chen emphasized that Gou’s commitment to a political turnover in 2024 remains unwavering and stated that discussions can take place between Gou and TPP’s presidential contender Ko Wen-je, as the two are not mutually exclusive. Gou’s campaign team aims to bring all parties to the table to communicate their goals without any preconditions, highlighting that unity is the key to winning the presidential election. Germany is looking to strengthen its ties with Taiwan in various sectors, including academics and trade, according to Petra Sigmund, the German Director General for Asia and Pacific. Despite not having diplomatic relations with Taiwan, Germany is committed to maintaining and expanding connections with the country. While Germany adheres to the ＂One China Policy,＂ it does not preclude official interactions with Taiwan, which can extend up to a ministerial level. The Financial Supervisory Commission (FSC) fined the Union Bank of Taiwan (UBOT) NT＄12 million on Thursday (Nov. 9) for aiding a fraud syndicate in money laundering and transfer. The FSC found that the bank’s Tonghua branch allowed three corporations to open accounts in Mar. 2023, after which large sums of money were quickly deposited into these accounts from other companies. Subsequently, significant amounts of cash were systematically withdrawn from various branches of UBOT. The FSC determined that UBOT’s systems had significant failures, including a lack of comprehensive Know Your Customer (KYC) checks and ongoing customer identity reviews.

Taiwan Central Bank Governor Yang Chin-long addressed the Legislative Yuan’s Finance Committee, leaving open the possibility of further interest rate hikes. While rates in the U.S., U.K., Europe, Canada, and Australia are near their peak, Taiwan is approaching its high point. Previous inflation spikes were caused by typhoon impacts, leading to speculation about rate hikes. The Consumer Price Index (CPI) increased by 3% in October. The Central Bank’s council members unanimously decided to temporarily halt rate raises, but some members agreed to suspend hikes for only one quarter, suggesting aggressive responses to future inflation are possible. Starting from November 10, the public can request tickets online for a free viewing of the warm-up baseball game at the Taipei Dome on November 18. Taiwan’s Ministry of Foreign Affairs (MOFA) has confirmed ongoing discussions for the establishment of a representative office in Estonia. Taiwan’s Ministry of Transportation and Communications plans to open up tour groups to China and allow Chinese tour groups to Taiwan by March 1, 2024. However, some travel agencies find the pace of this ＂un-banning＂ too slow and have admitted to organizing tour groups to China under the guise of ＂visiting groups.＂ This ban, which has lasted for over three years, has severely impacted over 90% of Taiwan’s 4,000 plus travel agencies operating in the Chinese market.
