Taiwanese Vice President Lai Ching-te’s letter expressing sympathy to Japan for the Noto Peninsula earthquake was published in the Hokkoku Newspaper on February 1. Lai’s message, along with a similar one from Japanese Prime Minister Fumio Kishida, emphasized Taiwan’s willingness to assist in the relief and recovery efforts. Lai mentioned that the Taiwanese government promptly offered aid, including a contribution of 60 million Japanese yen, while private donations from Taiwan have reached 2.5 billion yen. Lai also paid tribute to Yoichi Hatta, an engineer from Ishikawa Prefecture who worked on infrastructure projects in Taiwan, demonstrating the enduring gratitude of the Taiwanese people. The newspaper also featured a photo of Lai’s visit to the 21st Century Museum of Contemporary Art, Kanazawa in 2011 when he was the mayor of Tainan.

The Taiwan Lantern Festival 2024 will be held in Tainan on February 3, featuring lantern areas in Anping and the High Speed Rail (HSR), covering a combined area of about 50 hectares. The Anping Lantern Area will be open from February 3 to March 10, while the HSR Lantern Area will be open from February 24 to March 10. The HSR lantern area, spanning about 28 hectares, is located around the International Convention Center Tainan (ICC Tainan) and consists of three main sections: the main exhibit, ＂Light in the City,＂ and a ＂green-energy＂ zone. The main exhibit will have 11 themes, while ＂Light in the City＂ will guide visitors through Tainan’s 400-year history using sound, light, and art. One of the main attractions in ＂Light in the City＂ is the art installation called ＂Infinity Cube,＂ a 16-meter-high structure funded by Taiwan Semiconductor Manufacturing Company (TSMC) at a cost of over NT$10 million. The Infinity Cube is made up of thousands of mirror-reflective plates, creating diverse visual effects that reflect the surrounding environment during the day and illuminate the city at night. Tainan Mayor Huang Wei-che expressed gratitude to TSMC for its sponsorship and believes it will attract more visitors to the festival. TSMC sees this artwork as an embodiment of its ESG vision, focusing on green manufacturing, responsible supply chains, a diverse workplace, talent development, and caring for the underprivileged.

Taiwan’s Ministry of Culture has launched the ＂Culture Points＂ program, which allows Taiwanese youth aged 16 to 22 to receive at least 1,200 points, with each point equivalent to one New Taiwan dollar. These points can be used for various cultural and artistic experiences and consumption, such as museum tickets, community cultural center activities, music exhibitions, and art performances. However, there have been controversies as some vendors have violated the regulations by presenting beauty and nail care products as artistic and cultural items. Investigations have been launched, and the disqualified vendors have had their funds withdrawn. It is important to note that the Culture Points cannot be resold, bought, or cashed, and violators will be legally prosecuted. The points are valid until December 31, 2024, and recipients are required to scan the QR code at relevant venues or present the QR code for scanning. Receipts or invoices equivalent to the original value must be issued by stores during purchases made with Culture Points, and violating shops may be reported to the National Taxation Bureau.

The Kaohsiung City Government has announced the return of the beloved yellow rubber ducks to the southern Taiwan port city after a decade away. The ＂2024 Kaohsiung Wonderland Winter Fair＂ will take place at Kaohsiung Port Pier 17 from Jan. 27 to Feb. 25. The fair will feature two rubber ducks and various attractions, including inflatable installations, interactive art displays, circus acts, and children’s theater performances. The yellow rubber duck first toured Taiwan in 2013 and attracted almost 3.9 million tourists to visit Kaohsiung.

104 Job Bank in Taiwan has launched the ＂Youth General Knowledge Class＂ event, inviting high-school and university students to create their own podcast episodes to gain industry experience and earn extra income. The job bank’s marketing director, Chang Pao-ling, stated that there are currently 25,000 job opportunities in sectors such as art design and print media that primarily evaluate candidates based on portfolio work. This trend has grown by 44% in the past five years. The initiative aims to help job seekers showcase their curatorial abilities and increase their competitiveness. Job categories such as ＂Communication Art/Design＂ and ＂Print media＂ demand portfolios for 13.5% and 13% of their openings, respectively. The Ministry of Labor in Taiwan has announced significant revisions to the regulations governing work permits for foreign professionals in arts and performing arts. The new regulations, which will take effect on December 20, aim to attract more foreign artistic talent to Taiwan’s cultural scene. One major change is the acceptance of documents from important international organizations, such as the United Nations, for residents of Hong Kong and Macau who are unable to obtain official recommendation or certification documents. The framework for foreign artistic professionals’ work is divided into four main types: performance and visual arts, publishing, film and broadcasting, and popular music and crafts. The qualifications for the publishing industry have been relaxed to recognize individuals with over five years of publishing experience who demonstrate originality and special performance in their field. Similarly, the qualifications for crafts-related work have been broadened to accept assistant professors or individuals with equivalent qualifications. Prior to these revisions, the application process for foreigners undertaking artistic work in Taiwan was stringent, requiring an application through an employer or by the professionals themselves if they met the necessary qualifications. As of October 2023, Taiwan had 245 self-employed foreign artists holding valid working permits, highlighting the country’s growing reputation as a hub for international art professionals.
