  • Tokyo cherry blossoms to bloom early on March 23

    The Japan Meteorological Corporation (JMC) has announced its fourth forecast for the cherry blossom season in 2024, predicting that blossoms in Tokyo will start opening on March 23 and reach full bloom on March 30. The JMC attributes the earlier bloom dates to higher-than-normal temperatures this year. In Kyoto, sakura is expected to start blooming on March 24 and reach peak bloom on April 1, according to the JMC’s estimation. The latest forecast also suggests that Northern Japan will see the blossom a day or two earlier compared to the previous forecast, while there will be a delay of one to two days for many areas in Eastern and Western Japan. The JMC anticipates the earliest blossoms to appear in Kochi on March 20, followed by areas such as Kanto Koushin, Tokai, and Kyushu. Additionally, Weathernews, a private weather information provider, has released its "third sakura bloom forecast," which aligns with the JMC’s prediction of an earlier bloom period this year, particularly in the Hokuriku Region and Northern Japan, where it will start over a week ahead of schedule.

  • Chilly spell ends: Taiwan to bask in 30°C weekend warmth

    The Central Weather Administration (CWA) reports that northern and northeastern Taiwan experienced temperatures between 14 and 17 degrees Celsius on Feb. 16, due to the influence of the northeast monsoon. However, a warm-up is expected over the weekend. Starting from Sunday, the weather will trend towards being excessively warm, with only a few brief showers expected on the east coast and Hengchun Peninsula. Meteorological experts predict that warm south winds will stabilize the weather next week, with clear skies and high temperatures likely to exceed 30 degrees Celsius. The CWA anticipates a front approaching by Wednesday next week, which may bring increased moisture to eastern regions and mountain areas of the north, resulting in brief, localized showers. Other areas will experience partly cloudy to clear weather. Until the arrival of the new front, the overall climate will remain warm, providing a good opportunity to enjoy the sunshine.

  • Northeast monsoon cools down Taiwan with chilly temperatures

    The northeastern monsoon has brought cooler temperatures across Taiwan, with lows of 12-13 degrees Celsius in the north. Southern and central regions, as well as eastern areas, are slightly warmer with temperatures ranging from 14 to 17 degrees. WeatherRisk predicts daytime highs of 15-17 degrees in the north, 21-25 degrees in the center, 24-27 degrees in the south, and 18-23 degrees in the east. Tomorrow, as the northeast monsoon weakens, all areas are expected to see improving conditions and largely sunny to partially cloudy weather. Radiation cooling will drive down temperatures to around 12 degrees in the north. Temperatures around the country will gradually rise next week, with southern and central Taiwan potentially reaching 30 degrees by next Wednesday, and the north and east seeing highs between 27 and 28 degrees. However, a front approaching next Thursday may bring brief local showers in the northern and eastern halves of the island, while conditions in most other places are forecast to remain largely cloudy to sunny.

  • National Police Agency debunks rumors of bonus cuts

    The National Police Agency has denied rumors of cutting year-end bonuses for police officers, clarifying that the bonuses are distributed according to the provisions of the Executive Yuan. Police officers who are employed by Jan. 31 and still on the job by Dec. 1 would receive a year-end working bonus of 1.5 months, with no specific stipulations for police officers. Last July, the Executive Yuan approved a 15% increase in police duty allowances, the first adjustment in 30 years, benefiting nearly 70,000 officers nationwide.   • Northern Taiwan to feel chill as monsoon intensifies

    Get the latest weather forecast for Taiwan on Thursday, with cooler temperatures and brief showers expected in eastern regions, Hengchun Peninsula, and northern hills. The Matsu area will also experience intermittent showers. As a front passes and the northeastern monsoon intensifies, cold weather will sweep across the north and northeast parts of Taiwan, bringing brief showers to these regions as well as the east and Hengchun Peninsula. Daytime temperatures will range from 25 to 29 degrees Celsius, with the south mountainous area possibly reaching 29-30 degrees. Night temperatures in the north and northeast will drop to 13-15 degrees, while other areas will hover between 16-19 degrees. On Friday morning, there will be a significant temperature drop in northern Taiwan as the front passes and the northeast monsoon strengthens. Saturday morning will see a decrease in temperatures due to radiative cooling, but northern Taiwan’s temperature will rebound during the day. From Sunday to next Tuesday, the western regions will experience large temperature differences between day and night, with cloudy to clear weather. On Wednesday, a brief shower is projected for the east and northern mountainous regions as a front approaches, while other areas will continue to enjoy sunny weather.   • Taipei Zoo admission fees to rise starting April

    Taipei Mayor Chiang Wan-an announced that ticket prices for Taipei Zoo will increase from April 1. The current standard entrance price is NT$60, with discounted tickets at NT$30. However, starting April 1, non-Taipei residents will pay NT$100 per ticket, while student discounts will be raised to NT$50 regardless of residency. Children under 12 and elderly Taipei residents will still have free admission. Group tickets for organizations purchasing for more than 30 people will have a preferential price of NT$70 per person. The increased prices will contribute to improved animal welfare initiatives, and Taipei Zoo expects the price adjustment to increase the city’s revenue by about NT$41 million. The zoo recently underwent an evaluation by the Association of Zoos and Aquariums, with funds raised from the revised ticketing primarily going towards enhancing animal welfare and strengthening international relations and exchanges.

  • Taipei taxi fares rise for Lunar New Year celebrations

    During the Lunar New Year holiday from Feb. 5 to Feb. 14, taxi fares in Taipei, New Taipei, and Keelung City will increase by an additional NT$30 per ride. Stickers with clear notices about the fare changes will be placed on the back of co-driver’s seats to inform passengers. Cab drivers are prohibited from refusing passengers or taking longer routes, and passengers have the right to inquire about the chosen route. The Taipei City Government Police Department has a hotline for reporting issues at (02) 2311-6409, or residents can dial 110. Other cities and counties, such as Taoyuan, Taichung, Tainan, Nantou, Changhua, and Kaohsiung, will also adjust their taxi fares, with an extra NT$50 per ride. In Hsinchu and Miaoli, fares will increase by 30% based on the original pricing scheme.

    The 11th term legislators in Taiwan reported for duty and will elect the new Speaker and Vice Speaker of the Legislative Yuan. Notable incumbents include Han Kuo-yu, Wang Shih-chien, and Huang Kuo-chang.     根據《報導者》與《今周刊》的合作報導,與俄羅斯流亡記者共同採訪,獨家取得俄羅斯政府的採購資料,發現來自台灣的工具機近期已經流入俄羅斯國營的軍工企業和核子物理研究所,但台灣廠商根本無力管控流向。今(30)日邀請到非營利媒體《報導者》的記者李易安於《FOCUS世界新聞》中,接受主持人錢麗如線上訪問說明,「在2022年烏俄戰爭爆發之後,持續到到2023年的1月,這段期間大部分台灣的工具機都還是可以直接出口到俄羅斯,因為經濟部在2022年4月針對俄羅斯的第一波管制清單裡,並沒有包含工具機,但因為西方國家大部分都已經停止對俄羅斯供應工具機,導致俄羅斯對工具機的需求很大一部分移轉到台灣,而從台灣海關的數據就可以看到,以綜合加工機來說,2022年台灣對俄羅斯出口額竟比前一年成長42%,這也引發美國的關注,進而台灣才會在2023年初追加工具機的管制。」

  • Keelung partners with UC Berkeley for remote courses

    Keelung City Mayor George Hsieh has announced a collaboration with the University of California, Berkeley to offer a remote course for high school students in Keelung. Out of 249 applicants, 30 students will be selected for the program, which will begin next month. This initiative is part of Hsieh’s plan to promote academic excellence locally and he aims to introduce more courses in 2024 to provide Keelung’s top high schoolers with high-quality international education. The selected students will participate in a course focused on the autonomous vehicle industry, learning programming in Python and various algorithms. Classes will be held twice weekly from February 24 to March 24 at the city hall briefing room. Upon completion, students will receive a certificate of completion from UC Berkeley. This collaboration aims to encourage local education and retain talented students in Keelung.
