The Japan Meteorological Corporation (JMC) has announced its fourth forecast for the cherry blossom season in 2024, predicting that blossoms in Tokyo will start opening on March 23 and reach full bloom on March 30. The JMC attributes the earlier bloom dates to higher-than-normal temperatures this year. In Kyoto, sakura is expected to start blooming on March 24 and reach peak bloom on April 1, according to the JMC’s estimation. This year’s flu season during the Lunar New Year has been relatively mild, potentially due to higher flu vaccination rates and continued mask-wearing, according to Philip Lo, the Deputy Director-General and spokesperson for the Centers for Disease Control (CDC). Taipei City Government to increase lunch subsidies for underprivileged high school and vocational students from NT$55 to NT$65 per day in response to rising prices. Health costs are set to rise at three newly designated medical centers in Taiwan from March 1, with an increase of NT$180 in outpatient fees and NT$350 for emergency services, according to the National Health Insurance Administration (NHIA). The Ministry of Health and Welfare (MOHW) announced on February 6 the elevation of three hospitals in northern Taiwan to medical center status: The Taipei Tzu Chi Hospital, Taipei Medical University Shuang-Ho Hospital, and the National Taiwan University Hospital Hsinchu Branch were upgraded following the 2023 medical center hospital evaluation. NHIA Deputy Director General Parng I-ming expressed concern that the increase in basic outpatient and emergency care charges resulting from the upgrade may impact patients’ willingness to seek treatment. He vowed continuous monitoring and evaluation of the impact on the national health insurance scheme. Following the elevation of these three hospitals, it is estimated that outpatient visits will reach around 10,000 per day, and 500 emergency visits. Taiwan is expected to experience gloomy and rainy weather from the eve of the Lunar New Year on Thursday to New Year’s Day on Friday, according to meteorologist Peng Chi-ming. The weather is expected to improve from February 10 to February 12. Windward areas, including Taoyuan, Greater Taipei, Keelung’s North Coast, eastern parts of Yilan and Hualien, and the Hengchun Peninsula, are likely to receive rainfall due to the impact of the northeast monsoon. The central and southern mountainous areas may witness sporadic showers with more cloud coverage in the plains. The southwestern monsoon will intensify rainfall north of Taichung and in Yilan from Tuesday night until Wednesday, with the northern and northeastern mountainous areas receiving the most rain. The entire island will experience showers and heavy rain, especially in the central and northern regions, Yilan, and Hualien, between the eve of the Lunar New Year and New Year’s Day. Rainfall will gradually decrease from the evening of February 8, but showers may potentially occur throughout the day on February 9. The weather will gradually improve beginning on New Year’s Day, with the western half of Taiwan turning partly cloudy to sunny. However, the eastern half will still see an increased amount of clouds with occasional showers. Weather conditions are expected to enhance further from the second to the third day of the Lunar New Year, potentially resulting in clear skies in the western half and partly cloudy to clear skies in the eastern half. In terms of temperatures, the north, northeast, and mountain regions will experience the coldest weather on New Year’s Day, with lows between 10 and 12 degrees Celsius. The southern and eastern regions of Hualien and Taitung will have lows of 12 to 14 degrees, with temperatures slowly warming thereafter.

A recent survey reveals that 90% of Taiwanese employees plan to give out red envelopes for the Lunar New Year, with an average amount of NT＄11,292. Taiwan’s newly elected Legislative Yuan speaker, Han Kuo-yu of the Kuomintang (KMT), cannot be recalled despite public demands due to existing laws. Unlike district-based legislators, Han, as an at-large legislator, is immune to recall. This is a significant turnaround for Han, who was previously recalled as Kaohsiung Mayor in 2019. Han Kuo-yu of the Kuomintang (KMT) emerged victorious over You Si-kun of the Democratic Progressive Party (DPP) in the 11th Legislative Yuan Speaker election, securing 54 votes compared to You’s 51 votes. The KMT also nominated Johnny Chiang, while the DPP fielded incumbent speaker You and deputy speaker Tsai Chi-chang. The Taiwan People’s Party (TPP) presented Huang Shan-shan as a candidate. After the first round of voting, no candidate had a majority, leading to a second round between Han and You. In the second round, all eight TPP legislators were absent, and the results mirrored the first round. Taiwan’s Minister of Transportation and Communications, Wang Kwo-tsai, has confirmed that EVA Air will address the issue of Lunar New Year flight cancellations independently. The airline had initially reduced the number of air tickets from 38,000 to 33,000 per day, resulting in a daily cancellation of 5,000 tickets. After weeks of negotiations, EVA Air and its pilots’ labor dispute reached a settlement with the coordination of Vice Premier Cheng Wen-tsan. The pilots’ union initially demanded a 20% pay raise, but EVA Air agreed to an increase in addition to the previously announced wage adjustment. The new arrangement includes additional monthly payments for pilots, senior deputy pilots, and deputy pilots. The airline has also agreed to revise the annual salary increase limit.

The beloved rubber duck by Dutch artist Florentijn Hofman has returned to Love River Bay in Kaohsiung after a decade, attracting over 600,000 attendees in the first two days of the exhibition.
