  • President Tsai unlikely to visit Taiping Island: official

Former Taiwan National Security Council secretary-general Su Chi believes there is a low likelihood of President Tsai Ing-wen visiting Taiping Island in the South China Sea. Su cites concerns over U.S. objections and the potential risk to Tsai’s safety as reasons for this prediction. He points out that the U.S. opposes Taiwan’s involvement in South China Sea issues and that Tsai would have to contend with Chinese fighter jets, aerial escorts, and security threats if she were to visit the island. Su also notes that the U.S. would not support such a trip as it could emphasize Taiwan’s political stance in the ongoing tension between the Philippines and China.

  • Fisherman lands 102kg grouper, scores big at market

A Taiwanese fisherman named Su had an extraordinary fishing experience off the coast of Liuqiu, a coral island in the Taiwan Strait. Instead of catching the Spanish mackerel he was targeting, Su managed to reel in a massive 102-kilogram giant grouper. This impressive catch quickly became the center of attention upon Su’s return to port, selling for NT$50,000 at the Huaqiao Fish Market and earning him a substantial windfall. Tseng Yu-tsung, an official with the Liouciou Fishermen’s Association, explained that local fishers typically use largehead hairtail or Japanese jack mackerel as bait to attract Spanish mackerels. While mangrove red snapper and groupers may also bite, encountering a giant grouper of this size is incredibly rare and comparable to winning the jackpot. Pingtung County is known for cultivating giant groupers, but finding wild giant groupers weighing over 100 kilograms in the sea is extremely scarce.

Dr. Chen I-chun noted the increasing number of sea turtles with tumors globally, particularly along the eastern coast of Taiwan. Marine pollution or viral infections are suspected causes. The released turtle, the second in Taiwan to recover from a tumor, brings hope for the preservation of marine life.

  • Taiwan’s navy extends search for missing servicemen

Taiwan’s R.O.C. Naval Fleet Command continues its search for three missing servicemen who fell overboard from the Hai Hu Submarine on December 21. The wife of one of the missing crew members has made an emotional plea for assistance in the search. Families have suggested moving the search south based on sea current directions. • Taiwan braces for cloudy weather, sporadic rainfall

WeatherRisk has reported that there will be generally cloudy weather in Taiwan due to the shift of clouds in the south. There may also be sporadic rainfall in the mountains of central and southern Taiwan. The impact of the continental cold air mass moving out to sea along the coast of China has weakened the cold air around Taiwan, causing minimal low temperatures to rise. The Liyu Lake in Hualien and Luye Township in Taitung recorded temperatures of 11 and 12.4 degrees Celsius, respectively. The continued shift of clouds in the south might slightly increase the chance of rainfall in the central and southern regions, as well as affect the eastern areas with sporadic downpours. With no significant weather systems nearby, Taiwan will experience an increase in daytime temperatures under the influence of northeast to east winds. Northern regions will see temperatures of 23-26 degrees Celsius, while the central and southern regions will hover around 24-26 degrees Celsius. On Friday, environmental moisture will gradually decrease under the influence of the northeast monsoon, resulting in mostly cloudy weather with possible sporadic rainfall across Taiwan. Saturday, the start of the New Year holiday, will see a weakening of the northeast monsoon, raising the temperature and bringing mostly cloudy weather, with sporadic rainfall possible only in the eastern parts. However, Sunday will see a stronger northeast monsoon, leading to stable but cloudy weather with sporadic showers in eastern Taiwan. On New Year’s Day next Monday, Taiwan will experience generally sunny to cloudy weather under the influence of the northeast monsoon, with no significant chance of rain. The general public is advised to consider this weather information when planning holiday activities.

  • Evergreen, Yang Ming hold off to resume Red Sea route

Taiwanese shipping companies Evergreen Marine Corp. and Yang Ming Marine Transport Corp. have chosen not to resume their Red Sea route following Maersk’s decision to do so. Maersk reinstated the route due to the "Red Sea crisis" caused by increased violence from Yemen’s Houthi rebels. The deployment of the multinational naval task forces under the U.S.-led Operation Prosperity Guardian (OPG) has allowed maritime trade to pass through the Red Sea/Gulf of Aden and resume using the Suez Canal. However, Maersk warns that the overall risk in the region has not been eliminated. The decision has led to concerns about container prices and resulted in a decline in Evergreen and Yang Ming’s stock prices. Freight rates for European and American shipping liners saw a significant increase after Maersk’s announcement.

  • Two rescuers overboard in Taiwan submarine incident

Taiwan’s Ministry of National Defense confirms that two rescuers have fallen overboard while assisting a Hai Hu submarine incident. One is still missing, while the other has been rescued by a navy vessel. The incident occurred when the wooden cover of the rear rescue buoy fell off, causing unusual noise and pulling the connected steel cable. Initially, four people were sent to retrieve the items, but the narrow track caused them to be swept off by surge waves. Three people fell overboard, with two still missing. The weapon’s chief also fell into the sea but was later rescued. A total of six rescuers have been dispatched, with 11 people involved in the mission. The three rescued and four injured have been treated at Zuoying Armed Forces General Hospital. Search and rescue operations continue beyond the 72-hour golden rescue period, with the search area expanding based on ocean currents. The Chief of Naval Staff emphasizes that they will not abandon the search and that all soldiers are like family.

  • Biden signs defense act to boost Taiwan’s self-defense

U.S. President Joe Biden has signed the Fiscal Year 2024 National Defense Authorization Act (FY2024 NDAA), which includes a comprehensive training program for Taiwan’s military. The program aims to enhance Taiwan’s self-defense capabilities and will be overseen by the U.S. Secretary of Defense. The legislation, which has received approval from both houses of the U.S. Congress, allocates a total of US$886 billion for this purpose. The training program will focus on layered defense, asymmetric defense strategies, cross-communication between the U.S. and Taiwan’s military, information sharing, and the improvement of professional military education and civilian control over the military. Additionally, the act emphasizes collaboration between the U.S. and Taiwan on military cyber security and requires regular updates on Taiwan arm sales proceedings. It also mandates the Secretary of Defense to submit biannual reports to Congress on the military developments of the People’s Republic of China, particularly in areas such as Taiwan, Southeast Asia, and the South China Sea, covering topics such as weapon upgrades, procurement, and military operations.

  • Shipping companies reroute amid escalating Red Sea crisis

The escalating Red Sea crisis prompts shipping companies to reroute, with ten shipping routes from Taipei and Kaohsiung passing through the Red Sea. The Houthi movement, favoring Iran, targets ships in the Red Sea, leading international and local shippers to prioritize safety by announcing delays or re-routing around the Cape of Good Hope. Shipping companies opt to navigate around the Cape or temporarily suspend services, expecting disruptions in ship schedules. The situation mainly affects regional operations and does not yet have global consequences, resulting in no congested ports like during the pandemic. National shipping lines have temporarily ceased accepting cargo for ports in Israel, with further assessments on route adjustments to be made.

  • ONE to impose US$1,000 surcharge amid Red Sea tensions

Taiwan’s shipping market is abuzz with news that Japan’s Ocean Network Express (ONE) plans to impose an emergency surcharge of US$1,000 per container due to escalating tensions in the Red Sea. This, along with a US$1,000 increase in base freight rates, could raise the total cost of shipping a large container to US$4,000. However, this figure is still below the $6,000 being quoted in the Chinese market. Freight charges from Taiwan to Europe have been steadily increasing, with rates climbing from US$900 to US$1,000 per large container at the end of November to US$2,000 by mid-December. Shipping companies are planning another rate hike, intending to raise rates to $3,000 starting from Jan. 1, 2024. The Chinese logistics platform, www.5688.cn, reported that shipping container rates from the Far East to Israel have skyrocketed to US$6,000, a sixfold increase from the end of November.

  • Yang Ming shares surge amid Red Sea shipping crisis

Shares of Yang Ming Marine Transport Corp. experienced a surge in volume, with over 70,000 shares traded, ranking in the top five in terms of transaction volume. This follows the suspension of services through the Red Sea by major container shipping companies, including Evergreen Marine Corp., Yang Ming, and Wan Hai Lines Ltd., due to attacks by Yemeni militants. The crisis in the Red Sea has led to global shipping lines rerouting, potentially alleviating excess capacity and boosting international freight rates. The stock performance of these "Big Three" container shipping firms has drawn significant attention. Evergreen Marine’s stock exhibited volatility, reaching a post-ex-dividend high of NT$148 but later dipping to NT$144.5. Yang Ming’s stock price also reached a morning peak but corrected downwards, with a trading volume surpassing 70,000 shares. Wan Hai Lines experienced a similar downward trend. These movements in the shipping sector are closely monitored amid the ongoing situation in the Red Sea, which impacts shipping routes worldwide.

The Chinese Embassy in France, FMPRC, criticized a Le Figaro report for its alleged falsehoods and bias against China’s actions in the South China Sea. The report, authored by Nicolas Barotte, highlighted China’s increasing aggression in the region. The FMPRC disputed the report’s claims, particularly regarding the territorial scope of the Philippines and the status of Taiwan. The FMPRC objected to Le Figaro’s portrayal of Taiwan as a separate entity from China. The embassy emphasized that Taiwan is an integral part of China and called for the media to respect China’s sovereignty and journalistic ethics.
