全球氣候變遷越來越嚴重，各地接連發生不曾遇過的天災，而11月1日在蘇格蘭將舉辦一場非常重要的COP26會議，預計有兩百位全球領袖參加，面臨現今嚴峻的氣候，到時各國領袖必會有激烈討論。臺灣師範大學環境教育研究所教授葉欣誠今(18日)於《FOCUS午間新聞》中，接受主持人詹舒涵線上訪問表示，「COP26會議非常重要，是聯合國氣候變化綱要公約第26次的締約國會議，距離2015年的巴黎協定，各國所提出的承諾自2016年生效後已經過了5年，如今各國需要重整現在達成的狀況，並在會議上提出新的NDC，即所謂的『國家認為自己可以減碳的貢獻量』，再由各國加總後檢視是否在升溫不要超過1.5~2度c內，此外，先前富有國家承諾每年提供1000億氣候基金也沒有兌現，到時會議中，『減碳』和『資金』將會成為重要檢討項目。」 葉欣誠補充「這次的會議和2015年的巴黎協定比較不同的是，過去一年已經有不少碳排放大國宣布要執行『碳中和』、『淨零碳排』，所以不用擔心COP26會議沒有結論，而這次主要的挑戰是，各國提出來繳交的目標是否達成，若和原本承諾的目標有落差，勢必將會進行激烈的辯論。」
