TAIPEI (TVBS News) — Taiwan's government oversight body has taken unprecedented legal action against the legislature in a rapidly escalating constitutional standoff. The Control Yuan (監察院) formally petitioned the Constitutional Court (憲法法庭) on Monday (March 24) afternoon, contesting what it describes as crippling budget reductions imposed by the Legislative Yuan (立法院). Officials characterized the 96% slash to operational funding as existentially threatening, leaving the watchdog agency with a mere NT$10 million (approximately US$303,000) for its core functions.

The dispute follows President Lai Ching-te's (賴清德) announcement of the central government's fiscal year 2025 budget last Friday. Initial allocations granted the Control Yuan NT$1.09 billion (approximately US$33 million), with more than NT$800 million (approximately US$24.2 million) earmarked for personnel costs. The legislative body's intervention dramatically reduced business expenses from NT$240 million (approximately US$7.3 million) to just NT$10 million, effectively paralyzing numerous oversight activities. Control Yuan representatives argue that these cuts transcend normal budgetary adjustments, endangering fundamental constitutional functions and broader public interests.

 

Control Yuan Investigation Director Yang Chang-hsien (楊昌憲), flanked by legal counsel Wang Shou-yen (王首雁), delivered the formal petition documents to the court but refrained from providing additional comments to assembled journalists. An official statement recently issued by the Control Yuan detailed the sweeping consequences of the budgetary constraints, noting that crucial operations including administrative functions, investigative capabilities, and international engagement face imminent suspension. Perhaps most concerning, the agency reported that funding for human rights initiatives has been virtually eliminated under the revised budget.

In its formal complaint, the Control Yuan asserts that the Legislative Yuan has transgressed established budget review protocols, undermined constitutional separation of powers, and abdicated fundamental constitutional responsibilities. The oversight body maintains that such severe financial restrictions effectively threaten its continued existence and ability to fulfill its constitutional mandate. This extraordinary appeal to Taiwan's highest judicial authority seeks not only to restore operational funding but also to reaffirm constitutional boundaries and safeguard broader national and public interests in governmental accountability.
