TAIPEI (TVBS News) — Taiwan's Premier Cho Jung-tai (卓榮泰) stated on Thursday (Feb. 27) that the Executive Yuan's decision to approve the proposal to reconsider the national budget was made after thorough deliberation, consultation with experts, and a detailed study of the law.
The Executive Yuan passed the request under the "Act Governing the Allocation of Government Revenues and Expenditures" (財劃法), with the premier explaining that they would seek the president's approval before submitting the proposal to the Legislative Yuan for reconsideration.
Cho outlined four reasons for the reconsideration. He stressed that the Executive Yuan would not propose revisions unless the budget undermines the nation's constitutional system, infringes on citizens' rights, weakens fiscal health, or violates legislative procedures. These issues, he noted, would disrupt the five administrative branches system and complicate governance.
As the Executive Yuan identified several obstacles in this year's general budget and amendments to the act, he emphasized the need for a collaborative meeting with local governments to devise a sustainable and practical version of the financial allocation law.
In the meeting with representatives from the six special municipalities, Cho reiterated the government's commitment to initiating substantial discussions on the Act and expressed hope that these discussions would lead to a viable and enduring financial allocation law.
