TAIPEI (TVBS News) — The Taipei City Animal Protection Office (台北市動物保護處) on Thursday (Jan. 16) warned pet owners about potential fines if they fail to provide adequate warmth for their pets. The office has activated cold-weather measures at animal shelters, using electric heaters to combat the chill. The Central Weather Administration's (CWA, 中央氣象署) cold wave alert today affects 14 counties, including Taipei and New Taipei, with some areas experiencing temperatures below 10 degrees Celsius.
The Animal Protection Office emphasized that pet owners must ensure a suitable living environment for their animals, as required by the "Animal Protection Act" (動物保護法). They highlighted that rabbits thrive in temperatures between 15 to 25 degrees Celsius, while hedgehogs prefer 24 to 29 degrees Celsius, urging owners to research their pets' needs. According to Taipei's basic care rules for dogs and cats, owners must use heating equipment if temperatures drop below 10 degrees Celsius or face fines of NT$2,000.
The office recommended preparing thick pet beds or using electric heaters and pet blankets, cautioning owners to ensure safety and prevent burns. They reiterated that neglect leading to pet illness or death could result in fines up to NT$75,000 under the Animal Protection Act, with severe cases possibly incurring criminal charges. The public can report mistreatment or abuse by calling the 1959 animal protection hotline or using the Taipei City Government's official LINE for immediate assistance.
