強颱凱米襲菲律賓已12死 洪水淹至二層樓高、馬尼拉啟動災害警報
強烈颱風「凱米」(菲國稱卡莉娜)來勢洶洶,其暴風圈23日率先襲擊鄰近的菲律賓,菲國官方緊急宣佈、擁有千萬人口的首都大馬尼拉特區(Metro Manila)在內,全面停班停課一天。雖然颱風暴風圈逐步北移前往台灣,但隨之引入的西南氣流,卻讓馬尼拉遭遇連續不斷的強降雨,導致市區和郊區城鎮變成水鄉澤國,甚至在北部的馬拉翁(Malabon)市,洪水幾乎淹到房屋二層樓高度,迫使當地政治人物上網發文求救。

颱風「凱米」(菲國稱卡莉娜)來勢洶洶,其暴風圈23日率先襲擊鄰近的菲律賓,迫使菲國政府緊急宣佈,因為風暴帶來的持續降雨影響,包含首都大馬尼拉特區(Metro Manila)在內,全國多地24日政府機構停班、學校停課一天。凱米颱風為菲律賓呂宋地區帶來驚人雨量,社群上能看到大批來自各地的影片或淹水照片,至少13個省份傳出淹水災情。雖然颱風逐漸北移,但凱米颱風引入的西南氣流,依舊讓菲律賓許多地區持續下著大雨,稍早一則由馬尼拉郊區的協會釋出的現場洪水影片,湍急的洪流直接從道路流過,還有居民來不及躲避、連人帶機車被水流衝到其他區域。
