Northeast monsoon cools down Taiwan with chilly temperatures
The northeastern monsoon has brought cooler temperatures across Taiwan, with lows of 12-13 degrees Celsius in the north. Southern and central regions, as well as eastern areas, are slightly warmer with temperatures ranging from 14 to 17 degrees. WeatherRisk predicts daytime highs of 15-17 degrees in the north, 21-25 degrees in the center, 24-27 degrees in the south, and 18-23 degrees in the east. Tomorrow, as the northeast monsoon weakens, all areas are expected to see improving conditions and largely sunny to partially cloudy weather. Radiation cooling will drive down temperatures to around 12 degrees in the north. Temperatures around the country will gradually rise next week, with southern and central Taiwan potentially reaching 30 degrees by next Wednesday, and the north and east seeing highs between 27 and 28 degrees. However, a front approaching next Thursday may bring brief local showers in the northern and eastern halves of the island, while conditions in most other places are forecast to remain largely cloudy to sunny.

Keelung partners with UC Berkeley for remote courses
Keelung City Mayor George Hsieh has announced a collaboration with the University of California, Berkeley to offer a remote course for high school students in Keelung. Out of 249 applicants, 30 students will be selected for the program, which will begin next month. This initiative is part of Hsieh’s plan to promote academic excellence locally and he aims to introduce more courses in 2024 to provide Keelung’s top high schoolers with high-quality international education. The selected students will participate in a course focused on the autonomous vehicle industry, learning programming in Python and various algorithms. Classes will be held twice weekly from February 24 to March 24 at the city hall briefing room. Upon completion, students will receive a certificate of completion from UC Berkeley. This collaboration aims to encourage local education and retain talented students in Keelung.

Legislative Speaker You Si-kun seeks cross-party support

The new evaluation standards will be announced publicly after a meeting, and medical centers willing to participate will undergo a trial evaluation. A draft of the updated standards is expected to be implemented within two years, in time for the next evaluation round in three years.

CSIS survey predicts potential Taiwan Strait crisis in 2024
A survey conducted by the Center for Strategic and International Studies (CSIS) suggests that a crisis similar to the large-scale military exercises China conducted near Taiwan in 1995-96 is likely to occur in 2024. The survey, conducted in late 2023, revealed that about 67% of American and 57% of Taiwanese scholars anticipate such a crisis. However, experts believe that China is currently unable to successfully invade Taiwan. Instead, they suggest that China may pursue actions of isolation or blockade against Taiwan within the next five years. The survey defines a "Taiwan Strait crisis" as a significant escalation of tensions accompanied by major People’s Liberation Army exercises aimed at intimidating Taiwan and reaffirming China’s threats of force. Factors contributing to these views include China’s reaction to Taiwan’s election results, negative assessments of U.S.-China relations, and the belief that the November meeting between U.S. President Joe Biden and Chinese President Xi Jinping did not sufficiently stabilize relations to reduce the potential for a crisis.

Survey reveals doubts on China’s ability to invade Taiwan
A survey conducted by the Center for Strategic and International Studies (CSIS) and Taiwan’s Institute for National Defense and Security Research (INDSR) reveals that only 26% of U.S. experts and 17% of Taiwanese experts believe that China has the military capability to carry out a "joint island landing operation" within the next five years. The study, which surveyed 52 U.S. experts and 35 Taiwanese experts, found that most agreed that China lacks the ability to effectively implement a joint maritime, land, and air invasion of Taiwan. However, 90% of U.S. experts and 62% of Taiwanese experts believe that China could isolate or blockade Taiwan in the next five years, primarily as a commercial action. This action would be conducted by China’s Coast Guard or other law enforcement vessels, not its military. Additionally, 80% of U.S. experts and 60% of Taiwanese experts believe that China could implement a blockade of Taiwan, which would involve both commercial and military activities led by China’s military. Taiwanese experts generally had a more conservative viewpoint on China’s execution abilities compared to their American counterparts when it came to perceived threats from mainland China.

Venue shift for Asian volleyball: Indonesia replaces Taiwan

New tax structure aims to ease burden for low-income groups
The Taiwanese government has optimized the income tax system, allowing certain individuals and families to be exempt from income tax. Single individuals renting housing with a yearly income below NT$626,000 will not have to pay individual income tax when filing next year. Additionally, families with two parents and two young children and an annual income below NT$1.641 million will also be exempt. Approximately 47% or 3.05 million Taiwanese households were exempt from income tax in 2021 due to the optimized scheme, which includes increased deductions. Minister of Finance Chuang Tsui-yun clarified that this exemption is not due to poverty. The deductible amount for single individuals renting outside their home area making less than NT$626,000 could exempt them from taxes. For two-income families renting a house, the deductible amount on income tax could reach NT$1.072 million, while a family of four with two children under six could deduct up to NT$1.641 million. If they live with seniors aged 70 or older, the deductible amount could exceed NT$2 million.

Eric Chu accuses DPP of smear tactics in Taiwan elections
