TAIPEI (TVBS News) — Taiwan's Ministry of Interior reported Monday (Nov. 24) that nationwide distribution of the comprehensive "Taiwan National Public Safety Guide" (台灣全民安全指引) to approximately 9.8 million households across the island began Nov. 19. The Executive Yuan, Taiwan's cabinet, officially approved the Ministry of National Defense's detailed distribution plan Oct. 23. Interior and Defense ministers briefed the Legislative Yuan's Internal Administration Committee (內政委員會), Taiwan's parliament, on this major nationwide crisis preparedness initiative during a special session.

The Ministry of Interior confirmed that nationwide distribution to approximately 9.8 million households will be completed by Jan. 5, according to the official timeline. Distribution costs total NT$19.88 million (around US$633,000), while shipping costs amount to NT$1.83 million (around US$58,000), totaling NT$21.71 million (around US$691,000) for the logistics operation. The comprehensive crisis preparedness plan costs over NT$64.47 million (around US$2.05 million) including all development and distribution expenses.

 

The Ministry of National Defense emphasized that printed guides provide essential disaster information without requiring internet connectivity or electrical power, specifically benefiting elderly and rural populations who may lack digital access. Defense officials noted that countries including Sweden, Finland, and the Czech Republic have successfully distributed similar comprehensive crisis manuals, receiving positive feedback from international media outlets. These crisis preparedness initiatives reportedly enhance disaster awareness, ensure public safety, and strengthen overall societal resilience against various emergency scenarios.

Government officials highlighted significant international praise for the comprehensive policy, with multiple foreign diplomats stationed in Taiwan expressing strong support for the crisis preparedness initiative. Reuters described the guide's content as highly practical and effective in enhancing disaster preparedness, while AP News praised its excellent readability and comprehensive coverage of diverse crisis scenarios. Several foreign offices including the British Office Taipei have expressed confidence in Taiwan's enhanced crisis response capabilities.
