TAIPEI (TVBS News) — The Ministry of Agriculture (MOA, 農業部) announced on Monday (Nov. 25) the implementation of a pet grooming standard form contract, expected to take effect as early as January 2025. This initiative aims to protect the rights and obligations of pet owners, their furry companions, and service providers.

Jiang Wen-quan (江文全), director of the Department of Animal Welfare (動物保護司), told the Central News Agency (CNA, 中央社) that the nationwide population of domestic dogs and cats has reached 2.79 million. Dogs account for approximately 1.48 million, while cats account for around 1.31 million. The overall pet industry boasts an annual economic scale of NT$60 billion.

 

Jiang highlighted that the pet grooming sector alone has reached a business opportunity of NT$10 billion, ranking just behind pet food and veterinary services, underscoring the industry's economic potential. 

Sung Nien-chieh (宋念潔), a section chief at the Department of Animal Welfare, explained that the Executive Yuan (行政院) has reviewed and approved the draft, which the Consumer Protection Committee (消費者保護會) will review in December. If approved, the contract could be implemented by January.

Sung outlined critical aspects of the draft, including allowing owners to designate contacts and animal hospitals if their pets have issues during the grooming session. Also, if owners delay retrieving their pets for more than three days, providers can place them in shelters managed by local animal protection offices.
 

The draft also addresses disputes over contract termination and refunds, such as issues with monthly grooming service plans, to ensure mutual rights and obligations.
