TAIPEI (TVBS News) — Taiwan's Ministry of Foreign Affairs (MOFA, 外交部) announced Monday (Nov. 18) that China has committed to ensuring equal decision-making rights for Taiwan and other APEC members. This pledge comes as part of China's preparations to host the 2026 APEC summit, at which it also vowed to safeguard the personal safety of all attendees.
During the recent APEC summit, Chinese President Xi Jinping (習近平) revealed China's hosting role. Following this announcement, MOFA highlighted concerns about China's "22 guidelines" (反台獨22條意見) for imposing criminal punishment on leaders and advocates of Taiwan independence, which could threaten the safety of participants and undermine Taiwan's rights as a full member.
Several economies echoed these concerns, demanding explicit assurances from China. China eventually promised to adhere to APEC's rules, conventions, and practices, ensuring the safety of all meeting attendees. This year's joint statement from the Annual Ministerial Meeting (AMM) emphasized equal participation for all economies, including during the APEC Leaders' Week. After thorough discussions, APEC members reached a consensus, agreeing to China's hosting of the 2026 summit.
