TAIPEI (TVBS News) — Changhua County Government (彰化縣政府) announced on Monday (Oct. 28) its plan to implement a continuous subsidy for infants in 2025. Officials have submitted the budget for review to the county council.
The plan aims to support families with children under 3 years old. The initiative seeks to stimulate population growth and address concerns raised by local politicians.
The program will provide a 10,000-point "Children Card" (童萌卡) annually to children registered in Changhua County for at least one year. Parents can use this card to purchase baby-related products from designated stores.
Liu Shan-ling (劉珊伶), a Democratic Progressive Party (DPP, 民進黨) councilor, highlighted that some parents relocated their household registration after receiving the current NT$30,000 newborn subsidy. She suggested a continuous subsidy to encourage long-term residency.
Tseng Chin-lai (曾金來), director of the Department of Civil Affairs (民政處), stated that County Magistrate Wang Hui-mei (王惠美) instructed the department to prioritize the welfare of infants in the county.
Tseng confirmed that the county will allocate funds next year to launch the "Children Card," The department estimates the card will benefit 25,400 children born after Jan. 1, 2022, who meet the residency requirement.
Parents must use the card points within six months at partner stores, or the points will expire. The department is still finalizing the details of this requirement.
