TAIPEI (TVBS News) — Premier Cho Jung-tai (卓榮泰) on Tuesday (Oct. 8) urged the implementation of proper guidelines to prevent incidents like the one involving a Taichung City Government (台中市政府) tour bus transporting new military recruits, where a Chinese military education film was played.
He stressed the importance of clear contractual terms with private entities to avoid similar occurrences.
The incident, which took place on Sept. 23, involved a bus transporting conscripts. Cho attributed the unauthorized screening to the driver's actions. Democratic Progressive Party (DPP, 民進黨) Legislator Puma Shen (沈伯洋) highlighted in a general inquiry that the film contained content advocating a lifelong struggle for communism, raising concerns.
The Civil Affairs Bureau (民政局) of Taichung City stated that the incident severely violated contractual obligations and committed to holding the operator accountable. The bureau noted that procurement contracts mandate the screening of safety videos within the first 30 minutes of travel, a requirement that was not followed in this case.
In response, the Civil Affairs Bureau plans to convene a meeting to review the incident and formally notify the operator to enforce contract terms. They intend to enhance driver training to prevent future incidents.
More importantly, the bureau has submitted the failure of the personnel to stop the screening for performance review and has instructed them to document and report any such occurrences immediately.
