TAIPEI (TVBS News) — Interior Minister Liu Shyh-fang (劉世芳) addressed concerns on Tuesday (Sept. 24) regarding the Core Pacific Case (京華城案), emphasizing that the central government will not oppose projects that align with volume incentive principles.
Taipei Mayor Chiang Wan-an (蔣萬安) recently responded to the Control Yuan's (監察院) correction at the beginning of this year. He tasked the Department of Urban Development (都市發展局) with drafting measures to prevent similar issues from recurring.
The city government plans to implement anti-corruption measures for the Core Pacific Case. These measures will prevent the rights of landholders from proposing or amending detailed plans under Article 24 of the Urban Planning Law (都市計畫法) if they involve volume incentives.
Liu reiterated this stance, stating that volume incentives would have a total limit and that the central government would generally not oppose projects meeting these criteria. For example, if the volume incentive is given under the Statute for Expediting Reconstruction of Urban Unsafe and Old Buildings (都市危險及老舊建築物加速重建條例), it should be fine.
She highlighted the importance of communication with citizens to ensure such projects' public interest and necessity.
