TAIPEI (TVBS News) — Taiwanese legislators returned the government's 2025 budget bills to the Procedure Committee for reconsideration on Friday (Sept. 20) on the first day of the Legislative Yuan's (立法院) new session.

Independent Legislator May Chin (高金素梅) proposed the motion to return the budget. The Legislative Yuan saw a turnout of 105 legislators for the vote. The Kuomintang (KMT, 國民黨) and Taiwan People's Party (TPP, 民眾黨) collaborated to secure 59 votes in favor, with 46 opposed.

 

The decision sparked immediate turmoil in the chamber, with legislators from various parties exchanging accusations and causing momentary chaos. Legislative Speaker Han Kuo-yu (韓國瑜) repeatedly called on party leaders to maintain order to ensure the smooth conduct of proceedings.

In addition to the central government budget, legislators also returned the fifth-phase special budget for the "Forward-looking Infrastructure Development Program" (前瞻基礎建設計畫第5期) to the committee for re-submission.

Premier Cho Jung-tai (卓榮泰) expressed deep regret over the outcome and expressed hope that the legislators would understand the budgeting plan with proper explanations.
