Taiwan's Operation Regulations on the Suspension of Offices and Classes because of Natural Disasters (天然災害停止辦公及上課作業辦法) establishes specific suspension criteria. Suspensions occur when typhoon radius passes within four hours, wind speeds average 7 or more on the Beaufort scale (28-33 mph/45-54 kmh), or gusts reach 10 or more (55-63 mph/89-102 kmh). Predicted rainfall exceeding 200 millimeters in mountains and 350 millimeters in flatlands within 24 hours also triggers suspensions.
Taipei Mayor Chiang Wan-an (蔣萬安) said Monday that work and classes would proceed normally Tuesday, sparking social media criticism. The mayor stated flatland conditions did not meet suspension criteria but assured continued monitoring of weather changes. Public dissatisfaction emerged as residents questioned the decision amid deteriorating conditions.
Taiwan Taoyuan International Airport (桃園機場), the nation's primary international gateway, faced significant disruptions from heavy rain Tuesday. Five flights were canceled and 22 rescheduled by 10:55 a.m. as conditions deteriorated.
