TAIPEI (TVBS News) — Taiwan's capital is turning to artificial intelligence to catch litterbugs in the act. Taipei's Environmental Protection Department (環保局) unveiled a high-tech crackdown on Friday (April 25) against residents who illegally dump household garbage in street-side bins, announcing that violators now face fines of up to NT$6,000 (US$185) under the new AI surveillance program.

The pilot program has already launched in Shilin District (士林區), a popular residential and commercial area, where offenders can be penalized between NT$3,600 (US$111) and NT$6,000 (US$185). Officials reported that despite the city maintaining approximately 2,000 pedestrian-only waste receptacles, many residents drive by to dump household trash, attempting to evade Taipei's mandatory garbage collection fees. The scale of the problem became evident when authorities documented 12,777 violations over just two years.

 

The technology emerged from a partnership between city officials and computer engineers at Tatung University (大同大學), one of Taiwan's prominent technical institutions. Their jointly developed AI recognition system can automatically detect and document illegal dumping incidents, generating citations under Taiwan's Waste Disposal Act (廢棄物清理法). Municipal authorities praised the system's 95% accuracy rate, noting it dramatically reduces staff hours previously spent reviewing surveillance footage. The department plans a phased rollout to cleaning teams throughout Taipei's administrative districts.

Department officials highlighted the stark economic consequences of non-compliance, pointing out that purchasing a regulation 14-liter garbage bag costs just NT$5 (US$0.15), while the minimum fine for illegal disposal represents a 720-fold increase at NT$3,600 (US$111). "The math simply doesn't make sense," a representative noted, urging residents to follow proper waste disposal protocols rather than risk substantial penalties for momentary convenience. ★
