TAIPEI (TVBS News) — Taiwan will not waver from its ambitious climate goals despite mounting economic pressures from newly imposed American trade barriers. Environment Minister Peng Ching-ming (彭啟明) reaffirmed the island nation's steadfast dedication to its carbon reduction roadmap on Monday (April 7), just days after U.S. President Donald Trump unveiled a sweeping package of reciprocal tariffs that has sent shockwaves through global markets. In his public address, Minister Peng outlined plans to forge stronger partnerships with the private sector, pledging enhanced collaboration to better understand and address the practical challenges faced by businesses as they navigate both climate requirements and the new trade landscape.

The environment minister characterized the current international climate as one of elevated anxiety, with industrial sectors across the globe bracing for significant economic disruption in the wake of Washington's aggressive trade measures. According to Peng, the market distortions potentially created by these new American tariffs exceed even those anticipated from the European Union's Carbon Border Adjustment Mechanism (CBAM), a climate policy that has already prompted substantial industrial recalibration worldwide. Nevertheless, the minister portrayed the current tumult as a strategic opening rather than merely a challenge, reiterating Taiwan's ambitious environmental target to slash greenhouse gas emissions by 38% (with a margin of flexibility of 2 percentage points in either direction) from their 2005 baseline by 2035, a goal that remains unchanged despite the new economic headwinds.

 

To achieve these substantial emissions reductions, Minister Peng outlined a comprehensive stakeholder engagement strategy that will intensify dialogue and cooperative efforts across multiple sectors, including industry groups, trade associations, and municipal governments throughout Taiwan. The environmental chief described an ambitious vision for the island to develop its own distinctive ecological supply chain architecture, with Taiwan's globally recognized technology companies serving as pathfinders and mentors for smaller businesses attempting to navigate the transition to sustainable operations. Beyond industrial production, Peng emphasized Taiwan's parallel efforts to advance sophisticated waste management systems and circular economy initiatives designed to fundamentally transform resource utilization patterns across the manufacturing landscape.

In a significant policy development, the minister disclosed Taiwan's intention to establish its own carbon border adjustment framework, analogous to the European model but tailored to Taiwan's specific economic structure. This mechanism aims to create a level competitive field for local manufacturers while simultaneously bolstering the bargaining power of Taiwan's export sectors in international trade discussions. The ambitious environmental agenda will be supported by substantial financial resources, with Peng revealing that the government's carbon reduction modernization program focused on emissions-intensive industries will necessitate an investment of NT$100 billion (around US$3.01 billion) to establish a dedicated green growth fund. This financial vehicle will provide crucial support for the development and deployment of homegrown climate technologies across Taiwan's industrial landscape.
