TAINAN (TVBS News) — Residents and commuters in Tainan's historic Anping District (安平區) should prepare for significant traffic disruptions this week as authorities implement a comprehensive emergency preparedness exercise. The two-day traffic controls, beginning Wednesday (March 26), form a critical component of Taiwan's "2025 Whole Society Resilience Drills" (2025年全社會防衛韌性委員會實地演練), a nationwide initiative designed to enhance the island's emergency response capabilities. The exercises will test coordination between government agencies and civilian organizations in a simulated crisis scenario.
The Tainan City Police Department 4th Precinct (南警第四分局) has announced an eight-hour traffic control period each day, running from 8 a.m. to 4 p.m. The affected thoroughfares include several major arteries in the district: Yuping Road (育平路), Pingtong Road (平通路), Jiankang 3rd Street (健康三街), and Jianping 8th Street (建平八街). Law enforcement officials have issued an advisory urging all motorists to familiarize themselves with alternative routes before traveling through the area during the exercise period to minimize inconvenience and potential congestion.
A coordinated team of police officers and civilian volunteers will be strategically positioned throughout the affected areas to direct traffic and maintain order during the exercise period. The central activities will take place in the public plaza directly across from the Yuping Post Office (育平郵局) on Thursday, highlighting the integration of government resources with private sector capabilities. Precinct Chief Tsao Ju-lin (曹儒林) acknowledged the potential disruption to normal weekday commuter patterns and urged public cooperation. He specifically advised drivers to allocate extra travel time, reduce speed when approaching exercise zones, and follow all directions from on-site traffic management personnel.
This ambitious exercise will bring together over 900 participants representing diverse elements of Taiwanese society. According to security officials involved in planning the drills, the exercises reflect Taiwan's evolving approach to national preparedness in response to mounting regional tensions. The initiative represents a strategic pivot toward whole-of-society resilience that aims to strengthen Taiwan's ability to withstand both natural disasters and potential military threats. This comprehensive approach acknowledges the interconnected nature of modern security challenges that extend beyond traditional military responses into civilian preparedness and infrastructure protection.
