TAIPEI (TVBS News) — The Ministry of Culture (MOC, 文化部) announced on Thursday (Jan. 2) its encouragement for concerts to adopt a real-name ticketing system, offering priority for venue scheduling or rental as an incentive. This initiative aims to curb ticket scalping, which has surged following the frequent hosting of concerts and the opening of the Taipei Dome (台北大巨蛋).
The ministry revealed in a press release that the top 10 events with the most reported cases did not implement the real-name system, unlike concerts by artists like Andy Lau (劉德華), Hikaru Utada (宇多田光), and Taeyeon which saw significantly fewer complaints. The venues with the highest number of reports include large-capacity arenas such as the Taipei Dome, Taipei Arena (台北小巨蛋), and Kaohsiung National Stadium (高雄世運主場館).
Since the 2023 amendment of the "Development of the Cultural and Creative Industries Act" (文化創意產業發展法), the ministry has received approximately 8,000 complaints, mainly due to the spike in concert events. The ministry plans to continue engaging with concert organizers, offering case studies and resources to promote the real-name system. Currently, 80 concerts have adopted this measure.
While ticket sales are a commercial mechanism and not mandated by law in many countries, local governments in Taiwan have expressed support through management and advocacy. Taipei City Government is considering rental discounts for the Taipei Arena, and Kaohsiung has pledged to strengthen coordination to encourage the system's adoption.
