TAIPEI (TVBS News) — President Lai Ching-te (賴清德) affirmed the importance of civilian efforts in establishing civil defense points as crucial national support during his speech on Tuesday (Sept. 24).
President Lai attended the "Ark Plan" (方舟計畫) civil defense training at "Academia Formosana" (福摩薩學院) in Nantou (南投) and participated in the courses earlier that day.
He emphasized that Taiwan would never sign a peace agreement, stating, "A paper agreement is unreliable. We have to rely on strength to ensure peace."
He outlined his responsibilities as president and commander-in-chief, which include defending national sovereignty, strengthening defense and economic resilience, and aligning with democratic allies to deter authoritarian actions.
He noted that Taiwan's investment in China has decreased from 83% in the past to 10% last year, with most funds now directed to Southeast Asia, Japan, Europe, and the U.S.
President Lai highlighted the establishment of the "Whole-of-Society Defense Resilience Committee" (全民防衛韌性委員會), which meets quarterly to ensure public preparedness and bolster military and governmental response in the event of an attack.
