TAIPEI (TVBS News) — Minister of the Mainland Affairs Council Chiu Chui-cheng (邱垂正) on Thursday (Sept. 12) addressed the government's stance on the 1992 Consensus, emphasizing that accepting it would mean acknowledging Taiwan as part of the People's Republic of China (PRC, 中華人民共和國).
Speaking at the 2024 Taipei Security Dialogue, hosted by the Institute for National Defense and Security Research (國防安全研究院), Chiu argued that since Chinese President Xi Jinping (習近平) became the General Secretary of the Chinese Communist Party (CCP) in 2012, China has been dominated by "new authoritarianism."
He remarked that the CCP's development path lacks democratic governance, checks and balances, and effective mechanisms to reduce decision-making errors and mismanagement risks. As a result, China's development prospects remain uncertain, potentially causing regional instability, he continued.
Highlighting Xi's ambitions, Chiu stated that Xi broke term limits to achieve "national reunification" and resolve the "Taiwan issue" during his tenure. He noted that such ambitions are undoubtedly the root of risks in the Taiwan Strait.
He pointed out that the CCP insists Taiwan must accept the 1992 Consensus, which they define as the "One China Principle."
Chiu expressed hope that both sides of the Taiwan Strait could negotiate without any political preconditions, based on mutual respect, dignity, and equality. He urged mainland Chinese leaders to show wisdom and flexibility to create a win-win future for both sides.
