TAIPEI (TVBS News) — The Taiwanese government amended the Development of the Cultural and Creative Industries Act in 2023 to combat ticket scalping by raising fines and implementing harsher punishments for scalpers.
Following these amendments, the Ministry of Culture reported a decrease in ticket scalping cases as of April 2024. From June 2023 to April 2024, the ministry received 2,105 reports of price-increasing ticket resale, with 430 cases settled and fines totaling over NT$2 million.
Despite tougher penalties, scalping persists, with scalpers devising new methods for reselling tickets. Kuomintang Legislator Hung Meng-kai highlighted concerns about new tactics, such as gifting tickets with purchased microphones and using ticket bots to unfairly buy online tickets.
Deputy Minister of Culture Sue Wang announced plans to convene a meeting with relevant units to address various scalping scenarios. Additionally, many major concerts now employ real-name ticketing systems to thwart scalpers, supported by continued subsidies from the Ministry of Culture to event organizers for these systems.
Until these measures fully take effect, consumers may struggle to secure tickets.
