Shih stressed the importance of considering the victims' families from the February 28 incident when pursuing transitional justice.
With the annual commemorative event in Taipei City approaching on Feb. 28, some victims' families have refused to participate.
While Taipei Mayor Chiang Wan-an, who claims to be Chiang Kai-shek's great-grandson, did not indicate if he would apologize to the victims, he emphasized a calm and direct approach to addressing the matter at hand.
