Dream Cafe: A place for Taiwanese youth to regain hope

TAIPEI (TVBS News) — The juvenile crime rate in Taiwan is a growing concern, according to recent data. The Criminal Bureau reports a slight decline in juvenile delinquency over the past decade, decreasing from 10,969 cases in 2014 to 9,588 in 2022. 

However, when accounting for the declining youth population, it becomes apparent that the juvenile crime rate has, in fact, increased.

 


Upon leaving juvenile detention centers, these individuals encounter multiple challenges, such as securing employment, accessing education, and confronting societal biases, all of which can contribute to a return to criminal behavior.

In response to these issues, the Bornanew Youth Caring Association established the Dream Cafe in 2016. The cafe aims to provide support by fostering skills in coffee brewing, cooking, and baking. Chen Yen-chun, director of Bornanew Youth Caring Association, expressed her hopes of helping these rehabilitated youths develop self-sustaining vocational expertise.

Data from the Ministry of Justice indicates that the adult recidivism rate is 50%, while for juveniles, it is only 25%. These statistics underscore the significance of extending support to rehabilitated youth as one of the most effective means of reducing crime rates.
 


Young offenders have no control over the families they are born into, yet they deserve the opportunity for a brighter future. With a more understanding society and reduced labeling, rehabilitated youth can overcome the risk of reoffending, ultimately leading to a better society for all.
