  • Taiwan expands telemedicine services to millions

    Taiwan’s Ministry of Health and Welfare has announced updates to its Rules of Medical Diagnosis and Treatment by Telecommunications, expanding telemedicine services to a larger population under certain conditions, effective July 1. Approximately 2.47 million individuals are expected to benefit from these changes. The updates aim to adapt to the post-COVID-19 healthcare landscape and extend the scope of telemedicine to five special situations, including chronic disease care, end-stage disease care, custody care in correctional facilities, care for the mobility challenged, and care during disasters, communicable diseases, or other significant changes. Minister of Health and Welfare Hsueh Jui-yuan clarified that not all patients can avail of telemedicine services, as evaluation by healthcare units is mandatory, and physicians who violate the rules may face a maximum fine of NT$100,000. The new process combines physical outpatient services with telemedicine to reduce costs and time for patients requiring post-acute care, offering a convenient and seamless healthcare experience. The updated rules broaden the range of medical services that physicians can provide through telecommunication. Additionally, the Ministry has stated that doctors, after evaluating the patient’s stable condition, can now electronically prescribe medication for patients with chronic mental illnesses or in end-stage care, including regulated drugs like morphine.

  • Taiwan’s weather fluctuates; cold air to recede by New Year

    The Central Weather Administration (CWA) has issued cold advisories for multiple counties and cities in response to dropping temperatures in Taiwan. The whole island experienced chilly weather, with temperatures ranging from 11 to 14 degrees Celsius. Some areas, including Hsinchu, Yilan, and Hualien, prepared for temperatures around 10 degrees Celsius. The European Centre for Medium-Range Weather Forecasts (ECMWF) predicts brief spells of rain in northern and eastern Taiwan, as well as mountainous regions in the central and southern parts of the island. Some low-lying areas may also experience occasional light rain. Mount Hehuan, Xueshan, and Mount Nanhu, all above 3,000 meters, are expected to have subzero temperatures and a high chance of snowfall. However, no further strong cold air influence is expected before the New Year. Starting next Tuesday, the cold air will gradually recede, leading to clear skies and a gradual increase in temperatures. Climate expert Chia Hsin-hsing emphasized the unpredictability of the New Year’s weather and advised the public to stay updated with the latest forecasts.

  • Legislative Yuan okays ’House Hoarding Tax 2.0’

    Taiwan’s Legislative Yuan has passed an amendment to the House Tax Act, known as the "House Hoarding Tax 2.0," raising the tax rate for non-owner-occupied housing to a range of 2 to 4.8 percent, up from the current range of 1.5 to 3.6 percent. The tax rates will apply nationally to all properties owned by individuals and will be implemented by July 2025. Local governments will set their tax rate discrepancies based on the total number of residential properties owned nationwide. The amendment was approved in the Legislative Yuan session following negotiations among the Democratic Progressive Party (DPP), the Kuomintang (KMT), and the Taiwan People’s Party (TPP), with dissent from the New Power Party (NPP).

  • Gov’t criticized for subsidy program ahead of elections

    The Taiwanese government is set to launch a new subsidy program in February 2023, providing consistent allowances to college students living in dormitories. The program, initiated by the Ministry of Education (MOE) and the Ministry of the Interior (MOI), aims to alleviate economic burdens on students and allow them to focus on their future. Approximately 260,000 students are expected to benefit from the program, which will require an annual expenditure of NT$20 billion to NT$30 billion. The subsidy is estimated to range from NT$1,200 to NT$1,500 per month and will be submitted to the Executive Yuan for examination.   • Taiwan’s Triton weather satellite successfully launched

    Taiwan’s first self-made weather satellite, Triton, successfully launched from the Guiana Space Centre in French Guiana on Arianespace’s Vega VV23 flight. Equipped with a locally developed Global Navigation Satellite System-Reflectometry (GNSS-R), Triton’s main task is to calculate wind speeds by receiving signals reflected off the sea surface. It utilizes GNSS-R, a new scientific technology, to observe conditions at all times and improve typhoon intensity and route predictions. Triton’s observational range covers the low-latitude bands of the Pacific, Indian, and Atlantic Oceans, regions known for severe weather.

  • Five new dengue fever deaths reported in Tainan

    The Taiwan CDC reports five new dengue fever-related deaths in Tainan, including a woman in her twenties, the youngest case this year. The fatalities had underlying health conditions and died within 10 days of falling ill. The age range of dengue fever fatalities has expanded from the twenties to the eighties, all with underlying conditions.
