TAIPEI (TVBS News) — Interior Minister Hsu Shih-fang (劉世芳) announced plans on Wednesday (Dec. 24) to update Taiwan's national safety guidelines website with protocols for responding to violent attacks or large-scale terror incidents. This decision follows a recent random killing incident at Taipei Main Station and Zhongshan Station on Dec. 19.
Hsu emphasized the importance of securing next year's budget to reprint the national safety guidelines. Currently, the ministry has distributed 6.8 million copies and sent the book to 86% of the people living in Taiwan. The campaign has effectively reached 16 counties, cities, and rural areas through temples and other local venues. Hsu noted increased interest in urban areas, particularly after the metro incident.
Hsu stated that, if the budget allows, an updated version of the book will be produced. The guidelines for responding to violent and large-scale terror incidents will also be made available online. Meanwhile, Taipei City Government plans to have a high-intensity drill on Friday (Dec. 26) at the City Hall Station and City Hall Bus Station, where multiple agencies will participate to ensure safety during the year-end celebrations.
Hsu expressed support for Taipei City's police arrangements, noting that the ministry was informed about 137 large-scale events scheduled before the Lunar New Year, including New Year's Eve and traditional festivals. Hsu assured that the National Police Agency (警政署) would provide full support to local police departments if needed. Taipei and Kaohsiung have already requested assistance.
