TAIPEI (TVBS News) — The Department of Environmental Protection (環保局) and the Ministry of Transportation and Communications (MOTC, 交通部) will enforce new regulations on motorcycle exhaust modifications starting next year, where non-certified exhausts exceeding noise limits could incur fines up to NT$5,400.
This year serves as a grace period, allowing owners to apply for exhaust inspections before the authorities cease accepting applications next year, the department and ministry reminded. Since 2021, Taipei City has implemented 20 fixed sound camera systems and conducted 200 mobile sound camera inspections annually to monitor noise violations.
From 2021 to 2023, authorities cited 3,298 vehicles for excessive noise, with 90% involving modified exhausts. The Ministry of Environment (環境部) initiated the "Certification Management Regulations for Replacement Muffler Systems of Motor Vehicles" (機動車輛替換用消音系統認證管理規範) this year, alongside the MOTC's revised "Regulations Governing Road Traffic Safety" (道路交通安全規則), marking 2024 as a transitional period.
Starting in 2025, modified motorcycle exhausts will undergo regular inspections, with fines ranging from NT$900 to NT$1,800 for non-certified exhausts. Owners can commission noise labs or apply for inspections at local environmental departments this year. Successful certification requires passing the examination.
Motorcyclists who install certified exhausts need only register basic information in the Ministry of Environment's exhaust noise inspection information system. The department recommends using this system for applications and discourages driving behaviors that generate excessive noise.
