TAIPEI (TVBS News) — Newly-appointed Labor Minister Hung Sun-han (洪申翰) addressed allegations of inaction in a bullying scandal within the Ministry of Labor (MOL, 勞動部) on Monday (Nov. 25), attributing the delays to bureaucratic hurdles.

The controversy centers on former Workforce Development Agency, Taipei-Keelung-Yilan-Hualien-Kinmen-Matsu Region Branch (勞動力發展署北基宜花金馬分署) Director Hsieh I-jung (謝宜容), accused of bullying that allegdly led to a civil servant's taking his own life, prompting former Labor Minister Ho Pei-shan (何佩珊) to resign amid public outcry.

 

Critics unearthed Hung's previous comments on a political talk show, where he claimed awareness of Hsieh's mismanagement before the tragedy. This revelation sparked criticism over his perceived inaction, with some accusing him of covering up the issue.

Hung clarified that during his first legislative term, he had heard about Hsieh's misconduct through the Social Welfare and Environmental Hygiene Committee (社會福利及衛生環境委員會) but had not received formal complaints from victims. Hung emphasized his lack of administrative power at the time, stating, "It's not the truth" in response to rumors of a cover-up.

Now in office, he pledged to ensure effective complaint handling and to overcome bureaucratic obstacles, calling it a crucial task. With the branch case under judicial investigation, Hung revealed that prosecutors requested the ministry to pause internal interviews, and he plans to clarify with them which administrative inquiries can proceed.
 

Hung was committed to uncovering the truth, stating his intention not to shift responsibility solely onto the judiciary. He believes understanding the truth is essential for making improvements.
