TAIPEI (TVBS News) — Members of the Control Yuan (監察院) expressed concerns on Wednesday (Nov. 14) about delays in the Ministry of Environment's (MOENV, 環境部) carbon pricing system, which may jeopardize the 2050 net-zero emissions Phase 2 target. Control Yuan Member Jao Yung-ching (趙永清) recommended expanding the entities required to register and disclose greenhouse gas emissions to enhance overall carbon reduction efforts.
The Control Yuan's recent statistics revealed that Taiwan's greenhouse gas net emissions reached 263.22 million metric tons in 2020, falling short of the Phase 1 target. The Control Yuan reported that net emissions in 2022 were 264.13 million metric tons, and the MOENV believes meeting the 2025 target will be challenging.
As announced by the MOENV, 553 businesses had completed their greenhouse gas emissions registration by April 30. Furthermore, by June 30, 168 high-emission companies disclosed their emissions data in sustainability reports among all listed companies.
The Control Yuan recommended that the Financial Supervisory Commission (金管會) accelerate the timeline for listed companies to disclose emissions data and assess the feasibility of expanding mandatory disclosures. The Control Yuan also suggested prioritizing emissions registration for high-electricity-consuming sectors, such as services, telecommunications, and transportation, to expedite energy conservation and carbon reduction.
