Taiwan approves tax amendments to target property hoarders (TVBS News)

TAIPEI (TVBS News) — The Executive Yuan approved the Ministry of Finance's proposed amendments to the "House Tax Act" on Thursday (Sept. 21). The changes aim to increase tax burdens on "property hoarders" while offering tax rate reductions to single-occupancy homeowners, potentially impacting approximately 3.1 million households.

The amendments alter statutory tax rates for non-owner-occupied properties from a previous range of 1.5% to 3.6%, with the rest increased from 2% to 4.8%. Exemptions will apply to select properties, including rentals, inheritances, and surplus properties from builders.

The updated act also adjusted the tax rates for non-owner-occupied properties, likely affecting around 968,000 to 1.358 million households, with tax revenue expected to increase between NT$4.57 billion and NT$5.57 billion.

The ministry explained that tax rate reduction for single-occupancy homes nationwide would result in an estimated tax revenue decrease of about NT$2.3 billion, affecting around 3.1 million households.

Expressing hope that the new "Property Hoarding Tax 2.0" regulations can be implemented starting July 1, 2024, the ministry aimed to communicate with all party groups in the Legislative Yuan actively.
