The handbook divides into three strategic sections covering preparation, crisis response, and homeland protection to strengthen public readiness against potential threats. This initiative represents Taiwan's commitment to building comprehensive civilian defense capabilities amid regional security challenges.
The handbook breaks new ground by including comprehensive guidance on combating misinformation during potential military invasions, specifically cautioning citizens against believing false announcements of national defeat or government surrender. The MND noted that Taiwan's Office of the President (總統府) established the Whole-Society Defense Resilience Committee (全社會防衛韌性委員會) on June 19, 2024, to maintain stable governmental and societal operations during emergency situations. This committee represents a coordinated approach to national resilience planning across Taiwan's institutions.
The handbook serves to promote comprehensive societal defense resilience by providing citizens with crucial threat awareness and emergency response information while fostering essential self-help and mutual aid capabilities. The MND emphasized that democratic nations including France, Sweden, Finland, Norway, and Lithuania have already published similar civil defense manuals, positioning Taiwan's initiative alongside international democratic standards. The comprehensive handbook comes in both physical and digital formats, featuring QR codes for extended learning opportunities and covering essential topics including home preparedness, emergency evacuation procedures, and air raid response protocols. Taiwan's Ministry of National Defense has integrated the handbook into its official website and plans systematic promotion through annual town resilience exercises, disaster prevention drills, and rescue conferences.
