TAIPEI (TVBS News) — The Ministry of Digital Affairs (數位發展部) announced on Friday (Jan. 16) that the total procurement amount for government computer software under joint supply contracts exceeded NT$100 billion for the first time, reaching NT$10.7 billion, a 25% increase from the previous year. The Ministry stated in a press release that this milestone underscores the growing importance of government procurement in driving the competitiveness of Taiwan's domestic software industry.

The Ministry's Administration for Digital Industries (數位產業署) revealed that domestic products accounted for 6,026 orders, representing a significant 58% share of the total. This data highlights the role of government contracts as a crucial engine for the local software sector. The ministry described the joint procurement of software as a "group buying contract" for the government, consolidating everyday needs and facilitating procurement and contracting for various agencies.

 

More than 2,300 government agencies used this joint software procurement process in the past year, streamlining software acquisition. This approach has allowed information service providers to save on the manpower and resources typically required for individual bidding processes. The Administration for Digital Industries currently manages joint procurement for three major categories: packaged software, cloud services, and information services, including cybersecurity services.

This procurement model has encouraged vendors to participate more actively and list new software products, such as AI applications. The initiative has successfully guided vendors toward a "productization" business model, enhancing domestic information service industry opportunities and international competitiveness. In line with policy needs, the administration conducts cybersecurity services procurement, enabling agencies to strengthen their cybersecurity capabilities.

 
The ministry has also introduced cloud service assessments and vendor cybersecurity capability disclosures, adhering to standards like ISO/IEC 27001, 27017, and CNS 19086. The administration emphasized that the joint procurement platform is not just a convenient purchasing channel but also serves as a "training ground" for domestic information service providers. By standardizing and productizing government needs, local vendors can refine their skills in a stable market environment.
