TAIPEI (TVBS News) — China announced on Wednesday (Nov. 19) an expansion of its one-time Taiwan Compatriot Card issuance at 100 border checkpoints, effective Thursday (Nov. 20). The China's Taiwan Affairs Office of the State Council (國台辦) aims to facilitate spontaneous travel from Taiwan, but Taiwan's Mainland Affairs Council (陸委會) remains skeptical about its appeal to the public.
Taiwan Affairs Office of the State Council Spokesperson Zhu Fenglian (朱鳳蓮) confirmed during a routine press conference that preparations for the Taiwan Compatriot Card are complete. The 100 checkpoints include 56 aviation ports, 27 maritime ports, and 17 rail and road ports. On Nov. 3, China's National Immigration Administration (國家移民管理局) announced the addition of 42 new checkpoints, including Tianjin Port.
Zhu Fenglian explained that Taiwanese citizens without a valid Taiwan Compatriot Card for at least five years can obtain a one-time permit upon arrival at these checkpoints. The process requires a valid Taiwan ID, Taiwan entry and exit documents, and a photo, taking approximately 30 minutes. The Mainland Affairs Council, however, advised caution, citing China's unpredictable law enforcement and lack of transparency, which could increase personal safety risks for Taiwanese travelers.
