TAIPEI (TVBS News) — Taiwan's already precarious demographic future faces additional pressure from a crumbling childcare infrastructure. The Childcare Policy Alliance (托育及就業政策催生聯盟) revealed alarming deficiencies in the nation's childcare system during a press conference Monday (March 31), pointing to chronically low wages for caregivers and significant gaps in public kindergarten services across Taiwan's six special municipalities. These systemic failures exacerbate the island's demographic crisis, which has now witnessed nine consecutive years of population decline as young adults increasingly postpone or abandon plans for parenthood. The deteriorating childcare landscape has created a troubling feedback loop — inadequate support systems hamper career advancement for parents, further diminishing the desire to have children in a society already struggling with one of the world's lowest fertility rates.

Wang Chao-ching (王兆慶), who serves as the alliance's convener, presented troubling data on the economic plight of childcare workers across Taiwan's major urban centers of Taipei, New Taipei, Taoyuan, Taichung, Tainan, and Kaohsiung. These essential workers receive annual salary increases averaging a mere NT$333 (approximately US$10) — a figure dramatically lower than wage growth in comparable sectors. The wage stagnation appears most severe in Taipei and Tainan, where caregivers face particular economic hardship despite the high cost of living. Compounding this issue is the rapidly aging caregiver workforce, with more than 60% of childcare providers now aged 50 or older. The demographic imbalance reaches critical levels in Taipei, where 78% of caregivers are in this age bracket, and New Taipei, where the figure stands at 71%. This aging workforce portends a looming crisis as mass retirements threaten to leave parents with few options for the care of children aged 0 to 2 years.

 

Despite financial support from the Ministry of Education (MOE, 教育部) aimed at expanding extended daycare services, Wang revealed that all six major municipalities consistently fail to provide adequate coverage during school breaks. This shortfall creates substantial hardship for dual-income households that form the backbone of Taiwan's economy. Wang illustrated the severity of the problem using Taoyuan as a case study: in 2023, working parents needed childcare coverage for 53 workdays during winter and summer breaks, yet public kindergartens provided a median of only 25 service days. This 28-day gap forced parents to take nearly six weeks of unplanned leave annually, jeopardizing career advancement and financial stability. The situation is further complicated by limited operating hours, with most public kindergarten winter programs ending by 4 p.m. — a schedule that Wang noted leaves 74% of Taoyuan parents scrambling for alternative arrangements that align with typical working hours.

To address these systemic challenges, the Childcare Policy Alliance has proposed a multi-pronged approach focusing on both workforce retention and service expansion. The advocacy group recommends that local governments implement regular salary adjustments for caregivers that keep pace with wage growth in comparable sectors, recognizing the essential nature of their work. More importantly, the alliance calls for aggressive recruitment initiatives to attract younger workers to the childcare profession, addressing both the aging workforce and the significant service gaps in public kindergartens. These measures, the alliance argues, represent necessary steps to reverse Taiwan's demographic decline by creating a childcare infrastructure that genuinely supports working parents rather than forcing impossible choices between career and family.
