TAIPEI (TVBS News) — Taipei City Department of Personnel (台北市政府人事處) announced on Thursday (Nov. 22) that it has revised its workplace bullying and grievance procedures twice this year, in March and November, eliminating the original one-year complaint deadline and require agencies to begin investigations within seven days of receiving a grievance.

The department pointed out that leading among Taiwan's six major municipalities, Taipei City has introduced new measures that allow agencies to inform complainants about the disciplinary actions taken against the accused. Also, at least two-thirds of grievance committee members must be external experts to ensure fairness and professionalism.

 

The city government has implemented a system on its internal employee website where staff can report personal rights issues. Personnel units from various departments will actively address these concerns. Under Mayor Chiang Wan-an (蔣萬安), the department indicated that the city has increased its workforce by 748 key personnel and is advocating for higher allowances and positions for civil servants.

Taipei City vows to strengthen its workplace bullying prevention measures and related grievance mechanisms further, aiming to shorten the grievance processing period to one month, with no extensions, while maintaining the requirement that agencies start investigations within seven days of a complaint.

To enhance awareness, Taipei City is conducting courses on workplace bullying prevention, emotional self-management, and employee behavior recognition for mid- to high-level managers. Emotional management will also be included in development courses for new and current supervisors, highlighting the city's commitment to a healthier work environment.
