TAIPEI (TVBS News) — The Democratic Progressive Party (DPP, 民進黨) secretary-general criticized the Kuomintang's (KMT, 國民黨) proposed amendments to the Act Governing the Allocation of Government Revenues and Expenditures (財政收支劃分法) on Tuesday (Nov. 12). DPP Secretary-general Lin Yu-chang (林右昌) warned that a hasty passage could disrupt Taiwan's financial stability by crippling central government resources.
Lin pointed out that the KMT's version passed the committee in just three minutes, leaving the central government with only around NT$100 billion, which is insufficient for significant infrastructure projects. He highlighted that the proposed distribution could multiply some county budgets by five to ten times, overwhelming local governments' capacity to manage resources and leading to waste.
According to Lin, the KMT's plan neglects the core issue of "horizontal distribution," worsening fiscal imbalances between counties and creating an unfair wealth gap. Lin emphasized the need for a consensus on fiscal fairness, a bipartisan effort for the past 25 years.
Lin urged the KMT to prioritize Taiwan's overall interests and engage in rational discussions with various sectors to redesign a fair and reasonable fiscal allocation plan. He emphasized that these amendments aim for Taiwan's long-term development, hoping for cross-party dialogue to protect democratic achievements and public welfare.
