TAIPEI (TVBS News) — The Ministry of Environment (MOENV, 環境部) on Monday (Oct. 7) convened its sixth carbon fee rate review council (碳費費率審議會), setting the standard rate at NT$300 per metric ton. The council established preferential rates for industries meeting specific reduction criteria: NT$50 per metric ton for Category A and NT$100 per metric ton for Category B.

Since its inception in March 2024, the council has met six times, examining global carbon pricing practices and assessing impacts on the consumer price index. In a previous meeting, council members suggested an initial standard rate between NT$300 and NT$500 per metric ton, with a projection to increase it to NT$1,200 to NT$1,800 by 2030.

 

The MOENV plans to initially target entities with annual emissions exceeding 25,000 metric tons, including the power, gas supply, and manufacturing sectors, affecting approximately 500 factories. The ministry aims for a trial declaration in May 2025, with formal charges commencing in 2026.

To incentivize carbon reduction, the ministry offers a "voluntary reduction program" (自主減量計畫) that allows companies to apply for preferential rates upon approval. This initiative reflects Taiwan's commitment to reducing its carbon footprint and aligning with international climate goals.

The forthcoming implementation of these carbon fees marks a significant step in Taiwan's environmental policy. Observers will closely watch the impact on industries and the broader economy as the country moves toward a greener future.
