TAIPEI (TVBS News) — On Tuesday (July 23), Kao Bao-hua (高寶華), Taipei City Government's Department of Labor commissioner emphasized that delivery platforms must halt operations for couriers on typhoon days or face fines up to NT$100,000.
As Typhoon Gaemi (凱米) approaches Taiwan, city and county governments across the island is issuing crucial safety guidelines.
Kao highlighted the highest-risk sectors during typhoons including news media and delivery services.
He explained that under the "Guidelines for Labor Attendance and Wage Payments During Natural Disasters," (天然災害發生事業單位勞工出勤管理及工資給付要點) employers cannot deduct wages, consider absences as truancy, or treat them as other leave types if the natural disaster affects workers' job sites, residences, or commute routes.
He further urged delivery service providers to reassess operational risks during typhoons, including strong winds, heavy rain, damaged roads, or flooding, and to provide necessary safety measures.
Kao stressed the importance of timely communication with couriers to cease work after the government announces work and class suspensions.
According to Article 12 of the "Taipei City's Self-Government Ordinance for Delivery Platform Operators" (台北市外送平台業者管理自治條例), violators could face maximum fines of NT$100,000.
As Typhoon Gaemi nears, the labor department's directives aim to safeguard workers from hazardous conditions. Businesses and workers should stay informed and prioritize safety to mitigate risks during the impending storm.
