TAIPEI (TVBS News) — Legislative Speaker Han Kuo-yu (韓國瑜) on Thursday (July 11) led a caucus negotiation to discuss amendments to the National Communications Commission (NCC, 國家通訊傳播委員會) Organization Act.
As legislators from different parties could not agree on key issues, such as whether NCC commissioners should serve one renewable term and whether to delete the extension provision, the matter will go to the Legislative Yuan.
On May 1, the Judiciary and Organic Laws and Statutes Committee and the Transportation Committee of the Legislative Yuan initially approved the amendments, sending them to party caucuses for further discussion. The Kuomintang (KMT) legislative caucus (國民黨立法院黨團) proposed significant changes, including limiting commissioners to one renewable four-year term.
The KMT caucus also suggested deleting the current provision allowing commissioners to extend their terms until their successors take office. NCC Chairman Chen Yaw-shyang (陳耀祥) stated, "We respect the Legislative Yuan’s decision but need to consider the non-renewable term clause and hope the transition provision in Article 4, Paragraph 5 is not deleted."
Democratic Progressive Party (DPP, 民進黨) Legislator Wu Szu-yao (吳思瑤) expressed a desire to maintain the current provisions.
The caucus negotiation also addressed other legislation, including bills on fraud prevention, technological investigation, communication protection, and anti-money laundering.
Lawmakers reached a consensus on most parts of the Money Laundering Control Act, except for Article 19, which will go to the Legislative Yuan.
The Taiwan People's Party caucus (民眾黨團) proposed changing the penalties in Article 2 of the Money Laundering Control Act to imprisonment for 3 to 10 years, but lawmakers could not agree, so it remains unresolved.
