KMT, TPP push for stricter rules in legislative questioning

TAIPEI (TVBS News) — The Legislative Yuan is set to continue deliberations on Tuesday (May 21) on amendments related to the exercise of parliamentary powers, proposed by the Kuomintang (KMT, 國民黨) and the Taiwan People's Party (TPP, 民眾黨).

In a significant move, the Legislative Yuan passed amendments to certain articles of the Act Governing the Exercise of Legislative Powers during the second reading. These amendments, propelled by the numerical superiority of the KMT and TPP, mandate that individuals being questioned cannot counter-question and must not refuse to answer or provide information. Violations of these provisions could result in fines ranging from NT$20,000 to NT$200,000.

Exceptions are made for matters that could immediately endanger national defense or foreign relations or are legally required to be kept confidential, subject to the chairperson's approval. Government officials who violate these rules could face impeachment or disciplinary action, with the possibility of criminal prosecution for those who make false statements.

This legislative development underscores a significant shift towards enhancing government accountability and transparency in Taiwan. The amendments aim to foster a more transparent and responsive governance framework. The third reading of the bill will focus on reconciling any contradictions within the proposal or with the constitution and other laws, allowing only for textual corrections.
