TAIPEI (TVBS News) — Taiwan Premier Chen Chien-jen announced on Thursday (Nov. 23) that after careful inter-departmental deliberation, students from mainland China who have completed their academic registration for six months will be included in the National Health Insurance (NHI) program, similar to foreign and overseas Taiwanese students.

The new policy is scheduled to take effect on Feb. 1, 2024.

Chen emphasized that the right to health is a universal value and a fundamental human right. He also stressed that the new policy will aid in epidemic prevention efforts.

The Ministry of Health and Welfare (MOHW) will announce the new regulations according to Chapter 8, Article 1 of the Enforcement Rules of the National Health Insurance Act.

Chen reminded related government bodies to prepare administrative procedures and communicate effectively with mainland students.

Current regulations allow overseas Taiwanese and foreign students who have resided in Taiwan for more than six months with a residence certificate to apply for NHI coverage through their schools as an insurance unit.

Under current policy, foreign students need to pay NT$826 per person per month for their NHI package.
