Taiwan High Speed Rail (THSR) achieved record-breaking success in 2021, transporting 73.08 million passengers and generating NT$49.8 billion in revenue. THSR aims to surpass NT$50 billion this year, attributing its growth to changes in commuting behavior post-pandemic and enhanced services like frequent ventilation for pandemic prevention. The surge in passenger willingness to use THSR has led to increased travel numbers, with a peak of 310,000 passengers in a single day during the Lunar New Year holiday. THSR serves various purposes, including commuting, business, homecoming, and tourism, with 4.02 million people utilizing the high-speed rail for tourism last year. • MOTC voices safety concerns over China’s flight path changes

Taiwan’s Minister of Transportation and Communications, Wang Kuo-tsai, expresses regret after China unilaterally adjusts flight routes, raising aviation safety concerns. The decision to cancel the "offset measure" for the M503 flight route and start east to west operations near Taiwan without bilateral negotiation has led to potential conflicts between civilian and military aircraft. The proximity of Route M503 to the Taipei Flight Information Region poses a risk, with the nearest point just 4.2 nautical miles away. Take-off and landing in Matsu and Kinmen without prior consultation could also raise safety issues. The national security units are now handling the situation and consulting with the Civil Aviation Administration and the military to develop responsive measures.

  • MOTC responds to citizen petition on traffic reform

Taiwan’s Ministry of Transportation and Communications (MOTC) has responded to a citizen-led initiative calling for changes in traffic practices. The ministry announced that the regulation allowing two-stage left turns will not be abolished entirely but should be evaluated based on site-specific characteristics. The initiative also called for the prohibition of motorbikes on inner lanes of general roads and reform of the driver’s license test system. The MOTC stated that local governments should assess and plan motorbike lanes and two-stage left turn control measures according to their specific road traffic conditions. The ministry emphasized that motorbike riders should follow road sign guidance, and universal rules should only be followed in the absence of signs. In terms of the licensing system, the ministry has implemented a motorbike training program since 2019 to enhance driving quality and response capabilities. The program has been successful, resulting in a 56% decrease in traffic violations and a 35% decrease in accidents by 2022. The Highway Bureau of MOTC plans to continue promoting the program and implementing road training measures in 2024, periodically reviewing and adjusting the test content to optimize the training system for motorbike operators.

  • TSMC’s potential 1nm factory fuels Chiayi housing boom

Housing prices in the Science Park in Taibao, Chiai County, have significantly increased due to the possibility of Taiwan Semiconductor Manufacturing Company (TSMC) establishing a 1-nanometer factory in the area. Although the news is not confirmed, the anticipation has led to a surge in pre-sale housing prices, with pre-sale apartment buildings increasing by 8.8% and townhouses rising by 12.6% between 2019 and 2023. TSMC has expressed its land needs to the Southern Taiwan Science Park Management Office, but the final decision to set up the factory depends on various factors. According to the Ministry of the Interior’s statistics, the price per ping in Chiayi County has soared by 65% from NT$101,500 to NT$167,100 between the first quarter of 2018 and the third quarter of 2023. Analysts believe this trend could continue as Chiayi County actively promotes industrial transformation and has six emerging industrial parks, including the potential site for the TSMC factory, the Chiayi Science Park. With the addition of nearby Tai Sugar Corporation’s land, it may meet TSMC’s requirement for a 100-ping plant. Despite the migration issue in predominantly agricultural Chiayi County, TSMC’s factory has the potential to stimulate the housing market by attracting younger out-of-town individuals and influencing the county’s buying and leasing market.

  • Survey reveals doubts on China’s ability to invade Taiwan

A survey conducted by the Center for Strategic and International Studies (CSIS) and Taiwan’s Institute for National Defense and Security Research (INDSR) reveals that only 26% of U.S. experts and 17% of Taiwanese experts believe that China has the military capability to carry out a "joint island landing operation" within the next five years. The study, which surveyed 52 U.S. experts and 35 Taiwanese experts, found that most agreed that China lacks the ability to effectively implement a joint maritime, land, and air invasion of Taiwan. However, 90% of U.S. experts and 62% of Taiwanese experts believe that China could isolate or blockade Taiwan in the next five years, primarily as a commercial action. This action would be conducted by China’s Coast Guard or other law enforcement vessels, not its military. Additionally, 80% of U.S. experts and 60% of Taiwanese experts believe that China could implement a blockade of Taiwan, which would involve both commercial and military activities led by China’s military. Taiwanese experts generally had a more conservative viewpoint on China’s execution abilities compared to their American counterparts when it came to perceived threats from mainland China.

  • Premier vows precision in tackling TikTok misinformation

The Taiwanese government, led by Premier Chen Chien-jen, has emphasized its commitment to handling issues with the social media platform TikTok with precision. The government aims to address potential misinformation on social platforms to enhance public literacy and has warned of legal sanctions for spreading false information. The Ministry of Justice Investigation Bureau recently established a Cognitive Warfare Research Center, which has raised concerns about potential infringements on freedom of speech. Chen highlighted the use of TikTok in advancing cognitive warfare efforts in some countries and the need for stricter government scrutiny. Taiwan has already banned the use of TikTok in government sectors since 2020. Chen argued that autocratic nations often exploit democratic societies’ free speech to influence elections through social media. He reiterated Taiwan’s status as a free and democratic country ruled by law, emphasizing the government’s responsibility to protect freedom of speech. Chen also highlighted the threats posed by spreading false or misinformation to reputation, health, privacy, societal stability, and national security. He called on democracies worldwide to approach this issue with caution.

  • Natixis: Taiwan’s economy set for growth amid 2024 election

The upcoming Taiwan presidential election is expected to have a significant impact on the country’s economic growth, according to a research report by France’s Natixis Corporate and Investment Banking company. The report suggests that regardless of the election outcome, Taiwan is poised for economic growth, with the consumer and tech industries leading the way. The research predicts that economic growth could increase from 1.2% in 2023 to 2.9% in 2024. While candidates share similar social and labor policies, the report highlights the major differences in their positions on industrial and energy areas, as well as Taiwan’s economic relationship with China. The report also mentions the potential role of Taiwan People’s Party (TPP) candidate Ko Wen-je in triggering legislative instability. The incumbent Democratic Progressive Party (DPP), leading in polls, is expected to continue pushing for diversified trade and investment policies, shifting focus from China to the U.S. and other Asian regions. However, achieving these targets may be challenging as Taiwan has missed out on regional trade and economic agreements such as RCEP, CPTTP, and the U.S.-led IPEF. If the Kuomintang (KMT) wins the election, they might seek closer trade and investment links with China by expanding the Economic Cooperation Framework Agreement (ECFA), according to Natixis.
