  • New Taiwan policy welcomes more foreign art talent

The Ministry of Labor in Taiwan has announced significant revisions to the regulations governing work permits for foreign professionals in arts and performing arts. The new regulations, which will take effect on December 20, aim to attract more foreign artistic talent to Taiwan’s cultural scene. One major change is the acceptance of documents from important international organizations, such as the United Nations, for residents of Hong Kong and Macau who are unable to obtain official recommendation or certification documents. The framework for foreign artistic professionals’ work is divided into four main types: performance and visual arts, publishing, film and broadcasting, and popular music and crafts. The qualifications for the publishing industry have been relaxed to recognize individuals with over five years of publishing experience who demonstrate originality and special performance in their field. Similarly, the qualifications for crafts-related work have been broadened to accept assistant professors or individuals with equivalent qualifications. Prior to these revisions, the application process for foreigners undertaking artistic work in Taiwan was stringent, requiring an application through an employer or by the professionals themselves if they met the necessary qualifications. As of October 2023, Taiwan had 245 self-employed foreign artists holding valid working permits, highlighting the country’s growing reputation as a hub for international art professionals.

  • Cheng’s alleged hotel video eludes deepfake verification

Taipei City Police Department’s Zhongzheng First Precinct announced that the videos allegedly showing Vice Premier Cheng Wen-tsan entering a hotel with a woman were assessed as "inconclusive" for deepfake tampering. The examination, completed on November 8 and presented on November 18, concluded that it was impossible to determine the potential of deepfake manipulation in the videos. The case is currently being investigated by the Taipei District Prosecutors Office. The allegations arose from a series of photos and videos posted on social media on October 24, claiming that Cheng had attended parties in Macau and checked into a hotel room with a young woman during his time as a Democratic Progressive Party official in Taoyuan in 2011. In response, Cheng issued a statement asserting that he was not the person depicted in the videos, stating that the footage was old and edited. On October 26, the vice premier filed a defamation lawsuit with the Zhongzheng First Precinct, requesting a forensic examination for deepfakes.

  • Taiwan’s real wages to rise by 2.5% in 2024: report

Asian-Pacific workers, including those in Taiwan, are expected to experience the highest global growth in real wage increases in 2024, according to recent data. India leads the way with a projected rise of 5.1%, while Taiwan contributes with a 2.5% increase. The ECA International’s Salary Trends Report indicates that real wages for Asian-Pacific workers will increase by 2.2% in 2024, more than double the global average of 1%. Taiwan ranks sixth in the real salary forecast growth rate in the Asia-Pacific region, surpassing Macau, Malaysia, the Philippines, Cambodia, and South Korea. Vietnam and Thailand are expected to see real wage surges of 3.6% and 3.4% respectively, while Singapore is projected to have modest growth of 0.5%. The region’s advantage of lower inflation rates compared to the rest of the world contributes to these increases. Greater China locations, excluding Hong Kong, are expected to be among the top ten globally in terms of real wage increases in 2024.
