TAIPEI (TVBS News) — The Ministry of Education (教育部) revised and announced changes to the school council meeting regulations on Monday (Jan. 12) to enhance procedural rigor and fairness. The ministry removed anonymous reporting, clarified confidentiality obligations, and introduced an assistant participation system to address challenges in handling campus incidents and ensure the best interests of children and adolescents.
The ministry emphasized that the amendments aim to strike a balance between students' learning rights and teachers' professional development. They revised and announced the "Regulations on the Dismissal, Non-renewal, Suspension, or Termination of Employment for Teachers in Schools Below Senior High Level" (高級中等以下學校教師解聘不續聘停聘或資遣辦法), aiming to enhance the comprehensiveness of its handling mechanisms.
Officials also noted that the original dismissal regulations were designed to address significant incidents of teacher incompetence. However, issues such as frivolous lawsuits and exaggerated handling of minor cases have emerged during implementation. To improve these procedures, the ministry called for the establishment of a communication and prevention mechanism among parents, teachers, and students.
The revised law mandated a robust system for accepting and diverting complaints. The principal will convene a meeting with four external investigation personnel, who will anonymously vote on whether to accept a case. The ministry will also remove the anonymous reporting provision to enhance the rigor and fairness of case handling.
